Ferm has been promoted to Operations Officer of the Anaheim office of the United States National Bank, E. C. Aldrich, Bank Regional Vice President, announced today. Ferm has been with U. S. National since July, 1959. He and his wife, Marsha, have two children, Bryan (2) and David (6 months). Ferm is a graduate of Fullerton Junior College. Variety Show At Fullerton Friday evening, March 8, at 7:30 p.m. at the Louis E. Plummer Auditorium, the Fullerton Recreation Department will offer their Second Annual Variety Show. Will Rogers Jr. will serve as Master of Ceremonies for the two hour program designed to bring to the community various programs available through the Department. Last year over 1200 people attended the first attempt of the type of show. Featured at this year's show will be Baby Ballet, Ballet, Children's Dramatic Group, the Fullerton Concer Band, The Footlighters, Barbershoppers, both adult and children's Square Dance Groups and various other programs sponsored by the Fullerton Recreation Department. The Sweep Adelines will also participate. Admission will be 50 cents for adults and 25 cents for children. Badham 71st District, Orange County The members of the Legislature have been given the administration's proposed budget for 1963-64 together with the Governor's message. As most parts of the message had been previously divulged, it was really not a very weighty document. The budget, however, weighs more than eight pounds in its present form and contains many interesting items which we will explore in the coming weeks. To date over 1100 bills have been introduced. As I have previously stated, the great quantity of bills which will be presented for the consideration of the Legislature are not necessarily worthy measures. As an example, some of the bills introduced yesterday are what I have for a long time considered the "funny bills". AB 1100 creates a historical names advisory commission with appropriations to suggest historical names for highways. Assembly Bill 1094 would ban tobacco advertisements in school and college publications for the simple reason that the author is "incensed by cigarette ads in school newspapers." Assembly Bill 1093 would change the name of the California Disaster Office to the Office of Emergency Planning because "the current name is very negative at a time when we are approaching world peace." Another bill would require outside rearview mirrors on automobiles. Among not-so-funny bills is a measure that would reduce junior college bonding maximum from 5 to 3 per cent on the basis that junior colleges cannot ask for state funds until they reach the bonding maximum. In the budget message, the Governor claimed, "This budget is once again soundly but narrowly in balance. No new or higher taes, but requires acceleration of collection of personal income, bank, corporation and insurance taxes... The State of California can no longer afford the luxury of permitting payment of some taxes more than a year after it must meet the cost of providing essential services." The question must be asked, just what, in this day and age, constitutes an essential service. The basic question being: is it within the provisions of government to protect the citizen from all sorts of adversity without which this state and nation would never have become great. As an example of the proposed paternalism of state government as well as an example of governmental empire building, I would cite the example of the Office of Consumer Counsel. This office was created at the request of the Governor in 1959 with the express objective of advising the Governor on all matters affecting the interest of the people as consumers. It has grown from a small office to a fully staffed growing organization costing the taxpayers of the state $125 thousand annually. While the population of the State of California has increased 3½ per cent, the budget for the Consumer Counsel's office has increased approximately 13 per cent annually. Can it possibly be true that while California claims to have the finest education system in the world, that it must recognize that its consumers need state help to be protected from themselves? In a free economy the only determinant must be the consumer.
