Kuchel Aims At New Basis Alien Quota U.S. Senator Thomas H. Kuchel of Anaheim is a cosponsor of a bill introduced for the purpose of modernizing the United States immigration quota system in order to end discrimination and meet changer international conditions. The measure offered in the Senate by Senator Philip A. Hart of Michigan would provide a new formula reflecting population ratios and actual movement to the United States in postwar years in modifying the "national origins" quota put into operation in 1952. Kuchel, the Senate's Assistant Republican Leader, pointed out that many countries now have long waiting lists of individuals wanting to come to the United States. The effect of the existing system is to impose hardship on individuals and families and often to prevent entry of persons with unusual skills whose presence is desirable in this country, the Senior California Senator remarked. The past weekend saw more than the usual amount of pros and cons on the Cuban issue. Senators, ambassadors, governors all joined in the fray in their anxiety to be quoted on some aspect of the affair. Some made studied contributions to the knowledge of the American public, some merely talked. We have been urging that Truth, with a capital "T", must prevail if we, as individuals and a nation are to go to further successes. As we listen to, and read the various commentaries on the Cuban situation we wonder what the Truth may be. We wonder how the American people are to become aware of the truth and so influence their leaders to act in harmony with the will of the people. Most of all we wonder how it is that such high-ranking leaders in the political field have such wide opinions or, at least, such a divergence of interpretation. The answer, we feel, must lie in the field of Truth. Even these important figures are not getting the Truth. Even important figures are not getting the Truth of the situation, we judge, or there would be more unanimity in their expressions. For examples: Sen. John Stennis, democrat, heading the Senate preparedness committee, declares if Soviet activities in Cuba are allowed to continue, U. S. troops may one day be used against this "rotten core" in the hemisphere. He calls for action now to eliminate the threat before actual fighting is required. On the other hand U. N. Amassador Adlai Stevenson says the 17,000 Soviet troops in Cuba "do not offer a military threat to the U.S., nor indeed to the rest of the hemisphere." Their removal, Stevenson says, however, would remove some "anxiety." Senator William Fulbright democratic chairman of the Senate foreign relations committee said Cuba is "a source of infection that might spread to other Latin American countries unless something is done to stop it." But he accused the Republicans who are saying much the same thing on partisanship and of being ridiculous when they say Soviet troops in Cuba endanger U. S. or hemispheric security. Senator Kenneth Keating, republican, declared that he had never intimated Soviet troops in Cuba were about to invade the U.S., but that he did maintain these troops were a threat to all of Latin America. Senator Hubert Humphrey, democratic assistant Senate majority leader, said, "the communists have occupied Cuba. Now they seek to conquer Venezuela." The battle is on." Humphrey says Venezuelan President Betancourt should be given assurance that any sort of an attack on his nation "will not be tolerated" by the U.S. Governor Brown of our state, democrat, declares republicans are partisan in hammering away at the Cuban issue. He says Keating "could plunge the country into war," and that it is "very careless of him to make a charge that..." Respiratory Ills Campaign Target Cough too much? Short of breath? These two questions will be asked next May in Orange County — and every county in the nation — spearheading a massive educational program to alert people to the dangers of chronic respiratory diseases other than tuberculosis. "The object," says Dr. Kenneth M. Smith, of the Tuberculosis and Health Association of Orange County, "is to get people to consult their doctors if the answer to either question is "yes." Coughing and shortness of breath may be signals of a serious respiratory condition, he explained. Both symptoms are common, and easily dismissed, yet diseases transmitted through the respiratory system cause one out of every 10 deaths in the U.S. each year. Deaths from emphysema alone have more than doubled between 1954 and 1959. "It is reliably reported that respiratory illness is the number one cause of work and school absenteeism," Dr. Kenneth M. Smith said. "More serious, a chronic RD condition may be permanently disabling." In California, chronic respiratory diseases are the second most common cause of disability among applicants for compensation, reports the state Vocational Rehabilitation Service. And, one of every four applicants is a vicinity of pulmonary disorder. "That's why our local Christmas Seal Association is cooperating the nationwide May-June educational program," Dr. Kenneth M. Smith said. The educational drive will emphasize, "Cough too much? Short of breath? You may have a respiratory disease. Don't take chances. See your doctor!" 'Flicker' Range Finding Five Times More Accurate Northrop Nortronics has developed a "flicker" range-finding technique which improves the accuracy of coincidence range-finders up to five times. Developed by Nortronics Systems Support Department, the new technique is based on rapid alternating of two target images in a coincidence range-finder to produce a lateral shimmer, or "flicker," of the target. When the target is correctly ranged, the flicker stops. In Nortronics tests, ranging accuracies of obscure, poorly illuminated targets have been improved as much as five times. Under average viewing conditions, ranging accuracies have been doubled. The developemnt, according to Northrop Nortronics optical engineers extends the low-light-level capability of coincidence range-finders, and either doubles their ranging accuracy, or halves the size of such equipment. Flicker ranging was first applied at Nortronics several years ago when the T-57 range-finder was modified for U.S. Army tanks. Remarkable increases in accuracy led to further modification experiments and new range-finder installation in the M-60 and M-48 tank series. A coincidence-type range-finder consists of a tube with reflectors at each end and a single eyepiece at the center. Traditionally, two images enter the reflectors, the left image at right angles to the base line of the tube and the right image at an angle determined by the target range and the base length. The two images are brought through telescopes to a single eyepice, where one appears slightly offset from the other. By controlling the angle of the image received on the right side of the tube, the operator can they seek to conquer Venezuela. The battle is on." These are the briefest of excerpts from the grist of the TV and various reporting agencies. We urge our readers to go into the matter more fully than this. But the excerpts point up the vital necessity for each one of us to carefully analyze what is said, by whom and why, if we can. The drivel can be cast aside quickly. The statements of fact and the conclusions drawn by thinking men should be remembered and tested in the light of future events. Use plenty of some commercial soil conditioner Letters To The Editor 'Yes' for Bonds The Magnolia School District, which once thought it had reached the saturation point as far as schools are concerned, once again finds itself getting ready to burst at the seams and desperately in need of additional funds for the construction of new buildings. The children can't be blamed for this, the administration can't be, nor can the teachers. It's just a plain and simple fact that the growth pattern in the district has been a spiral upward for a long time now. We need the schools, we can't do without them, and for those of us who have been on double or triple sessions it is unthinkable that we might be faced with this condition for the next several years. But that is what will happen if we don't prepare right now and build for the future with the funds that will be made available from the coming bond election on April 16th in the Magnolia district. The only possible reasons that could be put forward against the bonds would be that we can't afford them or that we don't need them at this time. So I for one am going to the polls on April 16th and Vote Yes for the school bonds in the Magnolia District, and in this way I think I will be giving a vote of confidence to my children, to the teachers who are guiding them along the way, to the administrators who are constantly striving to improve our methods, and to the thousands of children who are yet to come into the district and who will need our careful and thoughtful planning right now.
