Raborn Talk Will Feature Tech Meeting
LOS ANGELES, — A schedule of events ranging from missile base tours to smog control lectures has been set for Engineers Week Feb. 17-23 to spotlight the role of engineers in the community, Lawrence A. Hyland, vice president and general manager of Hughes Aircraft Company and general chairman of the event, announced today.
Fifty-two Southern California technical societies, sponsors of the "week," have planned a series of activities illustrating the Engineers Week theme, "Meeting the Challenge of the World and the Universe," Hyland said.
Events open to the public will include tours of Edwards Air Force Base and the Point Magu Naval Air Station, open houses at California Institute of Technology and Department of Water and Power installations, and 50 engineering exhibits in Los Angeles, Long Beach and Pasadena.
The week also will feature selection of the "engineer of the year," honoring of California Nobel Prize winners, and an address by Vice Admiral William F. Raborn, "father" of the Polaris missile, at the annual banquet Feb. 20, Hyland added.

Out of 125,000 engineers employed in the state, more than 70,000 live and work in this Congressman Richard T. Engineers Week is especially important in Southern California, he said, "because engineers form one of the biggest and most influential segments of our population here. Out of 125,000 engineers employed in the state, more than 70,000 live and work in this area. Moreover, their professional efforts are basic to the economic life of our community. The electronics industry — the state's largest employer — which produced $2.8 billion in sales last year and employed 210,000 persons, is based on engineering achievement. The aerospace industry, which last year paid its California workers more than $30 million a week and pled up backlogs of more than $3 billion in orders, is similarly based on engineering know-how. The $5 billion we spent last year on construction of new buildings and homes in California is still another indication of the economic impact of this engineering-centered industry," he said.
Tennis Classes Open
Fullerton Recreation Department classes which remain open for registration include a tennis development class which is in its second week of instruction for those youths who wish to perfect their strokes and work on strategy and technique. Class is held Tuesdays from 4:15 to 5:15 p.m. at the Junior College Courts with Mrs. Dona Sherbeck, Instructor, $4.00 for 8 weeks fee.

Congressman Richard T. Hanna, whose $4th Congressional District embraces the western portion of Orange County, today announced the opening of a new district office in Anaheim to better serve his constituents.
At the same time, Hanna announced completion of the congressional staff which will assist him both in Washington and in the district.
Hanna's new district office is located in Suite 228 of the new Anaheim Agent Tons in Sales
Earl E. "Eddie" LeBaron, Anaheim sales-agent for Mutual of New York Insurance Co., has just received his company's top award "Man of The Year" trophy.
Doug Eve of Yorba Linda, regional manager for the company's agency in Orange county, said Le Baron's $2 million sales total exceeded the figures of every one of the company's 4,000 salesmen. What makes LeBaron's record all the more remarkable, Eve said, was his relative youth — he's 23 years of age — the fact he was turned down by 5 other insurance companies before going with Mutual of New York, and that he has reached the top spot in only 3 years with a company listed among the top 10 insurance companies in the nation.
The Canadian-born LeBaron left Alberta, Canada a short six years ago, finished high school in the states and attended Brigham Young University in Utah. He came to Orange County in 1958. He was an athlete in College and boxed in the Golden Gloves, successfully achieving the flyweight championship.
He and his wife Sharon have 3 children ages 1, 2 and 3 years of age and they live at 1826 E. Santa Ana St.

We want to assist the peoples and organizations of the district in every way possible and we want them to feel free to call on us."
John Beekman, veteran newspaper and public relations man who directed Hanna's successful congressional campaign, will serve as Field Representative to Congressman Hanna and will be in charge of the district office.
Beekman will be assisted by Genoveave Brull and Howard Adler.
PUC Ponder Power Rate
There appears to be no block on the path of a rate reduction for the city of Anaheim in the procurement of its wholesale power from the Edison Co. This is the consensus of the city officials who attended the rate hearing before the Public Utilities Commission during the past week.
The Edison company presented testimony before PUC Examiner Lenord Patterson in what was described as a straight - forward hearing to the effect that a rate reduction was required to meet competitive conditions. PUC officials have taken the matter under submission and expect to rule in three or four weeks.
The savings expected to accure to the city if the rate reduction is approved will be in the neighborhood of $250,000 annually. There has been no expression of policy, so for, as to how this savings will affect the actions of the city in disbursement of funds accumulated or in application of the savings to city rates.

Councilmen Keep Reins
The United States not only prides itself on its representative form of government, but it has been surfeited with pleas of political figures to be allowed to "represent." We believe, fervently, in representative government when such definition really means the elected officials are dedicated to the expression of the concensus of their electorate.
We are sure the majority of persons are familiar with the abuse of this form of government by officials, who once elected, are deaf to the majority though alert to the voice of a vote-controlling minority.
There is another type of politician just as much as a threat to our good government. It is the "easy way out" individual, prone to regulate authority an responsibility to subordinates. He will subsequently weakly explain some action was taken without his specific knowledge or will suddenly beat his breast with cries of "his responsibility for all that goes on."
The tendency to move along this line was recently exemplified by a neighboring city of Anaheim. The council there entertained the idea of less frequent meetings on the premise trained appointed officials could well handle the business of the electorate. They dropped the idea after sampling opinions.
In a nutshell, the danger is the removal of government to a further distance from the citizen.
California Cities. Suggested was the idea of the city council appointing some one or a "very small committee" to express the views of the city on matters of pending legislation at Sacramento. The "views of the city" would be expressed, of course, in conformance with "broad policies" expressed at some prior time by the Council.
Approval of such an action could have resulted in an appointive official giving the state legislature, through the League, a position on a specific bill as being that of "The City of Anaheim."
This is the route followed in some other nations to a final position of subservience to appointed officials. This, of course, is the extreme. We recognize this. But we will also continue to urge that all of us must be constantly alert to the seemingly innocent steps that can, and would, lead to such a conclusion.
The Anaheim councilmen asserted themselves forcefully on the subject. Their views could be summed as: when our position is sought we will express it ourselves after deliberate consideration of the issue.
We congratulate them.

The promotion of Glenn P. Fry to the position of Assistant Manager and Assistant Secretary was announced this week by the Anaheim Savings and Loan Association. Fry has been associated with the bank for the past eight years in the loan division.
He is the son of Mr. and Mrs. Glenn G. Fry, 1008 W. Sycamore. Glenn G. Fry is a former city councilman of Anaheim.
The newly promoted bank official lives with Mrs. Fry at 1115 Boden Drive.

MWD Occupies New Building
The Metropolitan Water District of Southern California is today operating from its new Headquarters Building at 1111 Sunset Boulevard in Los Angeles. The move from the District's former location was accomplished over the weekend.
The District, which supplies Colorado River water to nearly 100 Southern California cities including Anaheim had occupied its previous quarters at 306 West third Street since 1931.
The new building consists of three connected units, with two units housing the administrative and engineering offices and the third incorporating the Board of Directors' room and auditorium, cafeteria and related facilities.
Honor Past Heads Of Placentia Club
Past presidents of the Placentia Round Table Club were honored at the February meeting of the organization. The meeting was held at their clubhouse as a covered dish luncheon affair.
Mrs. Carl Czaplinski, president, called the meeting to order and offered the business matters considered by the group. She then called on Mrs. Charles Davis, program chairman, who introduced Mike Roy, TV personality, who offered a program of "Laughing, Loving and Living," which covered the fields of humor, philosophy and good food.
Cities Display Artistic Ads
The second largest collection of advertising art in the world is now on display in the 18th annual Art Directors Show at the California Museum of Science and Industry in Exposition Park. It will continue through March 3.
The exhibit contains 500 top examples of art prepared for billboard, magazine, newspaper, borechure, packaging, and TV advertising use selected from some 5000 entries in the annual competition sponsored by the Art Directors Club of Los Angeles.
Entries are gathered from all over the United States west of the Mississippi, including Alaska and Hawaii, as well as part of Western Canada.
Club President Len Pilley describes this year's show as one emphasizing non-conformist approaches in general. The TV and film examples are of particular interest.

Eugene F. Horstman Gets Master Degree
Eugene F. Horstman, 427 Bush St., Anaheim, has received a Master of Science degree in Research at Saint Louis University St. Louis Mo. Approximately 330 students will receive degrees during the mid-year conferral of degree ceremony at which Dr. Merrimon Cuminggim, executive director of the Danforth Foundation, delivered the principal address.

Three Anaheim Boys Get Top Scout Award
The highest award that can be given to a Boy Scout, the God and Country award was presented to Charles Perkins, Lee Wiest and Brian Rennie, Feb. 10 at the First Presbyterian Church.
The Most Reverend Donald H. Guard, minister of the First Presbyterian Church bestowed the medals on the boys before the congregation that included more than 30 youngsters from Troop 51, Northern Orange County Council of Boy Scouts.
The badge represents loyalty and devotion to God and Country, constancy and patriotism. The ceremony was performed during Boy Scout Week, Feb. 7 to Feb. 13.
Northern Orange County Area Commissioner Albert Wiest in a brief speech summed up the requirements the boys completed to be eligible for the award. Marv Allen introduced the teenagers to the assembly.
Representing the Boy Scout Council was Walt Person, executive leader who on behalf of the organization thanked the church for sponsoring the group.
Charles Perkins, 14 and Lee Wiest, 14 are from Troop 51, Brian Rennie, 15 is from Troop 75.
Scoutmaster Lewis Wentz of Troop 75 was present for the ceremonies.
Carole Cassel Will Wed Robert Ernest Theriault
It was a case of "love me, love my horse" in the romance between pretty Carole Lee Cassell and Robert Ernest Theriault, and now the hand that holds the reins also wears a sparkling diamond.
The bride-to-be is the daughter of Mr. and Mrs. Paul H. Cassell of 2133 S. Loara St. Anaheim. Her fiance is the son of Mr. and Mrs. Ernest Theriault of Garden
It was a case of "love me, love my horse" in the romance between pretty Carole Lee Cassell and Robert Ernest Theriault, and now the hand that holds the reins also wears a sparkling diamond.
The bride-to-be is the daughter of Mr. and Mrs. Paul H. Cassell of 2133 S. Loara St., Anaheim. Her fiance is the son of Mr. and Mrs. Ernest Theriault of Garden Grove.
Miss Cassell is a senior at Santiago High School and is an active member of the Beta Chapter of Lavenirs Sorority. Her fiance is a graduate of Rancho Alamitos High School.
Both are well known in Orange County for their horsemanship, and hold membership in the California Horseman's Assn.; Equestrian Trails Inc. and Corral 51 in Cypress.
No date has been set for the wedding. The young bride-elect plans to attend Orange Coast College where she will major in Animal Husbandry.
