JUST PLUG IT IN SCE Southern California Edison Company AN EDITORIAL The Cuban Crisis: A Lasting Lesson The United States has confronted Russia with impressive military power in depth—naval aerial and ground forces backed by scientific know-how and mighty industrial production. At long last we are applying our assets in public and not keeping them in moth balls or undercover. There is a great and lasting lesson to be learned from the Cuban crisis. The men in the Kremlin understand only one language—blunt words supported by military power. Communist leaders are crafty, brutal, ruthless and devoid of human kindness, reason and trust as we know these qualities. We can halt Communism and check Red aggression only when we act with strength and deal from a position of great military power. Now that we have a tight sea blockade on Cuba against any offensive military weapons or supplies going there, we are in a far better position to deal with possible Russian-Red Chinese moves in Berlin, Vietnam, Laos, Latin America or anyplace else in the world. The fact that we as a nation are partly mobilized, and that much of our military (especially the Strategic Air Command) is on a stepped up alert will make the Soviets stop, look and listen before they engage in more outright aggression. We can now make countermoves and quickly! The Russians and Chinese Reds have backed down only when we have stood up and applied military power along with our allies. This was true in Iran in 1946. It proved to be the case in Turkey and What with our present crime wave what it and our soaring juvenile delinquency problem, wonder if we really need this type of movie entertainment." True, the box office states that the $1.49 admission price is for "adults only", but at what age is a movie-going youngster considered an adult? In most theaters, the "children" category considered as age 12 and under; "juniors" are in age 12 to 16, and all others 16 and over are considered "adults." If this is the policy carried out by the Garfield theater in Anaheim, then we are making a very serious mistake in allowing these films to shown in our city. In this day and age when we, as parents, attempting to raise our children to appreciate the finer things in life, the job is difficult without exposure to this type of celluloid hogwash. I, truthfully, have not seen these films, nor I have any desire to do so. Perhaps they are the sex-filled pictures that the titles imply. And if they do not show on the screen what depicted on posters plastered all over the outdoor lobby, then this is also shady — blinking the individuals who would pay to see this type of movie. Posters show women in various poses of unness and near-nudity being violently embraced females in similar disarray. Letters to Editor... Pacific Ave., Santa Ana, has been named news editor of the Gazette by Virgil Pinkley, editor and publisher. Wilson was formerly editor of the Orange Independent which recently ceased publication. A Marine Corps veteran of 20 years, Wilson has served as editor for many Marine Corps newspapers and other publications. Upon his retirement from the military in October of last year, Wilson served for a time as city editor of The Orange Daily News, another Pinkley publication. Earl has worked as a newsman in Detroit and served as radio special events director, public information chief, and editor of the Flight Jacket, El Toro station newspaper. He is a member of Orange County Press Club and a life member of the Armed Force Information Council. Cal-Vet Homeowners To Get New Benefits California veterans who are contract holders under the Cal-Vet Farm and Home Purchase Program may benefit from an administrative change which will liberalize second loan and improvement loan procedures. Joseph M. Farber, Director of "The Department and the Veterans Board have recognized for some time that the veteran who obtained a loan at the maximum amount of $5,000, $8,500, $7,500, or $8,500 in previous years, may have a family now that has far outgrown the home," said Farber. To Get New Benefits California veterans who are contract holders under the Cal-Vet Farm and Home Purchase Program may benefit from an administrative change which will liberalize second loan and improvement loan procedures. Joseph M. Farber, Director of Veterans Affairs, has announced that effective November 1, 1962, Cal-Vet loan holders may apply for a second loan amounting to the difference of the earlier maximum and the present day limit of $15,000. Proposition 1-A Widely Endorsed Proposition 1-A is the most widely endorsed measure on the November ballot, with approximately 200 endorsements by taxpayer groups, farm and labor bodies, chambers of commerce, and other professional, business and educational organizations. Roy P. Crocker, state co-chairman of the Citizens Committee for "Yes" on Proposition 1-A, said the extensive list indicates a growing realization throughout California of 1-A's importance in maintaining the state's policy of education for all qualified students. Proposition 1-A is a $270 million bond issue, 80 per cent of which is committed to new construction on the nine campuses of the University of California, the sixteen California state colleges, and the junior colleges of the state. Politically, Proposition 1-A has been endorsed by both Democratic and Republican groups and has advocacy of both Governor Brown and former Vice President Nixon. Disabled Vets To Get Increase Some 103,000 disabled veterans in Southern California will start receiving their increased compensation checks about October 31. "The Department and the Veterans Board have recognized for some time that the veteran who obtained a loan at the maximum amount of $5,000, $6,500, $7,500, or $8,500 in previous years, may have a family now that has far outgrown the home," said Farber. "Under administrative jurisdiction, I have directed the Farm and Home Purchases Division and its 17 branch offices to accept applications from veterans under contract who wish a second loan for the purpose of obtaining a home adequate to their present needs." "A second provision going into effect on November 1," said Farber, "will be a raising of the ceiling on improvement loans to permit the Cal-Vet contract holder to add to his present home when it no longer meets the health, safety and comfort requirements. Many of our veterans do not wish to acquire a large home, but do want to add to meet the family needs." Details of the administrative change and plans for future programs were presented by Farber to the California Veterans Board at the meeting held Friday. Press Club Will Host Dick Rogun Orange County Press Club will host Richard Rogun, Chief Deputy Attorney General of California at their regular monthly meeting at Tamasha Town and Country Club, 1025 S. Los Angeles St., Anaheim, tomorrow evening at 8 p.m. Special invitations have been sent to all chambers of commerce, city councils, school boards, League of Cities, and other governmental groups. Kelly Wilging, press club program chairman, stated that Rogun will discuss the Brown Act and explain what constitutes an illegal meeting of groups such as Disabled Vets To Get Increase Some 103,000 disabled veterans in Southern California will start receiving their increased compensation checks about October 31. Mort Webster, Manager of VA's Southern California Regional Office, said today. The October payment will include the increase for that month as well as a special increase amounting to a three months retroactive payment. In November the checks will contain the regular monthly increase. These increases for veterans will boost payments from $19 to $20 a month for those who have 10 percent disability and will range up to an increase of from $225 to $250 a month for an unmarried veteran with 100 per cent disability. In some special cases where a disabled veteran requires attendance and aid the monthly payment will be raised from $600 to $725. These increases were designed to meet the rising costs of living since the last compensation payment increase in 1957. CTA Views Changes In School Finance A sweeping overhaul of California's school financing program was unveiled this week by the California Teachers Association (CTA). The new proposals, which call for $100 million in additional state aid and an increase of $25 million in county support for schools, were presented to the Subcommittee on School Finance of the Assembly Education Committee by CTA officials at a hearing in the State Building.
