If you like to work with facts and figures, the latest annual report of the State Franchise Tax Board will be of interest to you. Personal income tax totaled $289,102,978, an increase of nearly three per cent over the previous year. There were 4,254,462 personal state tax returns filed. Corporate taxes totaled $272,.717,949, 13 per cent more than the previous fiscal year collections. There were 101,081 corporate tax returns filed. Sales and Use Taxes totaled $711,701,874, and with the addition of taxes on gifts, inheritances, cigarettes, alcohol, miscellaneous, grand total of revenue to the state was $1,537,347,024. Investigators Of the total number of tax forms filed, special investigators were assigned 127 cases involving income tax law violations: 64 for failure to file returns and for filing false or fraudulent returns; 63 for failure to properly report income from gambling activities. Investigations of failure to file or filing of false returns resulted in 12 prosecutions, two from the previous year, resulting in nine convictions bringing suspended jail terms totaling 10 months, probations totaling 15 years and fines aggregating $3382. Deficiencies in taxes and penalties brought in another $24,704. In addition, investigation of fraudulent returns and failure to file returns produced recommended deficiencies and taxes collected of $358,882. There were 1482 tax appeals made during the same annual period. The Appeals Board (Franchise Tax Board) decided 996 individual cases involving $2,543,.469 and 507 corporate cases involving $6,029,655. Many of these are carryovers from previous years. Appeals New appeal cases received involved 936 individual income tax returns totaling $3,104,968 and 546 corporate cases involving $8,613,.596. Those who are not satisfied with the decision of the Appeals Board may carry their protests to the State Board of Equalization. During 1961 the Board of Equalization heard 97 appeals, decided 77 cases, acted on 13 petitions for rehearing and dismissed 61 cases. Of the 77 cases decided, the Board of Equalization sustained the Franchise Tax Boards conclusions in 37 cases, modified the findings in 32, and reversed 8 cases. For those who are still not satisfied appeal may be made to the courts. In 1961, 12 cases were taken to court and three more were appealed to a higher court. Like it or not, there is one fact on which we all agree. We are paying a lot of taxes. And from the informative report there are a lot of people who don't agree on how much taxes we all should pay. Tuesday Services Services for Dr. John P. Brastad, 88, of 1211 E. La Palma Ave. were held in the La Palma chapel of Backs, Troutman and Kaulbars Tuesday under the auspices of the Anaheim Masonic Lodge. Burial was in Fairhaven Memorial Park. Dr. Brastad died Friday. A graduate of Sioux City, Iowa College of Medicine and the Eye, Ear, Nose and Throat College of Chicago, he practiced medicine in North and South Dakota until 1917 when he came to Anaheim and practiced until 1953 when he retired due to ill health. Dr. Brastad was formerly a member of the Anaheim Elks Lodge and the local Kiwanis Club. He was a life member of the Masonic Lodge and a Royal Arch Mason, having been the oldest living high priest in the county. Survivors include his son, John R., and a daughter, Norma Goodrich, both of Anaheim; two grandsons and a brother, Dr. Ola Brastad of Minneapolis, Minn. Kuchel of California has become a member of the important Defense Subcommittee handling money requests for all the armed services. A series of changes in minority assignments followed the recent death of Senator Henry Dworshak of Idaho. These resulted in Kuchel's withdrawal from the Treasury-Post Office-Executive Offices Subcommittee on which he has served during his four years as Appropriations Committee member. Kuchel, is now fifth-ranking Republican on the twenty-seven member appropriations group. He welcomed the assignment because of the large number of Army, Navy and Air Force installations in California and the importance of defense procurement and research carried on in his state.
