Utt (R-Calif.) today lashed out at proposed regional preference legislation which would bottle up federal power in areas of origin, denouncing it as a major threat to Southern California. The legislation, he charged, would build a "Chinese wall" around Southern California and deny firm federal power from any source to perference public agencies in the area. "The area of origin concept is as damaging in connection with federal power as it is with water," the representative of Orange and San Diego counties declared. "All of the power from Parker Dam and at least 35 per cent of all firm Hoover Dam power now is used by the Metropolitan Water District to pump Colorado River water into Southern California. Reservations of either water or power for areas of origin would be catastrophic for Southern California." Utt pointed out that the legislation originally was devised to preserve Bonneville power for the Pacific Northwest, giving private industries in that region preference over public agencies outside the region.
