NOTICE TO CONTRACTORS
Sealed proposals will be received at the office of the Clerk of the Board of Supervisors of the County of Orange, Santa Ana, California, on or before Wednesday, the last day of August, 1962, at 10:00 o'clock, at which time they will be publicly opened and read in the room of the Board of Supervisors in the County Courthouse, Santa Ana, California, for constructing a highway in accordance with the plans and specifications therefor, to which special reference is made as follows:
In the City of Stanton, on Magnolia Street, construct a four lane roadway, joining existing two lanes with widening lanes in portions and reconstructing entire roadway including widening in portions, also install a traffic signalization and highway lighting system.

The foregoing quantities are approximate only, being given as a basis for the comparison of bids, and the County of Orange does not expressly or by implication agree that the actual amount of work will correspond therewith but reserves the right to increase or decrease the amount of any class or portion of the work, or to omit portions of the work, as may be deemed necessary or advisable by the Engineer.
The contract documents shall consist of Notice to Contractors, Form of Proposal, Form of Agreement, Plans, Special Provisions, and Standard Specifications, all of which are on file in the Office of the Orange County Highway Department and are hereby referred to and made a part hereof.
Plans, special provisions and other contract document forms will be available for examination without charge. Copies of all contract documents may be secured at the Office of the Orange County Highway Department, 400 West Eighth Street, Santa Ana, California.
Plans, special provisions (not including Standard Specifications or other documents included by reference) and Proposal form may be obtained by prospective bidders upon a printing and service charge in the amount of $5.00 which amount shall not be required if checks shall be made payable to the Orange County Taxaensor, but should be mailed to the Highway Department, 400 West Eighth Street, Santa Ana, California. Copies of the Standard Specifications may be purchased for $1.56 tax included from the Department of Public Works, State of California, or the Highway Department, County of Orange, 400 West Eighth Street, Santa Ana, California.
No bid will be considered unless it is made on a blank form furnished by the County Road Commission and is made in accordance with the provisions of the Standard Specifications and special provisions.
The Board of Supervisors of the County of Orange reserves the right to reject any or all bids.
The bidders' attention is directed to the provisions in Section 2 of the Standard Specifications for the requirements and conditions which he must observe in the preparation of the proposal form and the submission of the bid.
Provisions of the State Contract Act are not applicable and prospective bidders will not be required to be prequalified.
Employer payments other than those itemized herein, as defined in Section 1723.1 of the Labor Code, are paid in accordance with the terms of the collective bargaining agreement applicable to the type or classification of the workmen or mechanics em-

Overtime, Sundays and Holidays - not less than one and one-half (1½) times the basic hourly rate plus applicable employer payments. The holidays upon which such rates shall be paid shall be all holidays recognised in the collective bargaining agreement applicable to the particular craft, classification or type of workman employed on the project.
Copies of all collective bargaining agreements relating to the work set forth in the aforementioned Labor Code are on file and available for inspection in the office of the Department of Industrial Relations. Division of Labor Statistics and Research.
Attention is directed to Section 7-1.01G of the Standard Specifications providing for employment of apprentices on the work. Every such apprentice shall be paid the trade wage paid to apprentices under the regulations of the trade at which he is employed. Information relative to employment of apprentices shall be obtained from the Director of the Department of Industrial Relations, who is the Administrative Officer of the California Apprenticeship Council. In accordance with the provisions of Section 1770 of the Labor Code of the State of California, the Board of Supervisors of Orange County has ascertained the general prevailing rate of wages applicable to the work to be done as follows:

WASHINGTON, D.C. — Congressman James B. Utt (R-Calif.) today lashed out at proposed regional preference legislation which would bottle up federal power in areas of origin, denouncing it as a major threat to Southern California.
The legislation, he charged, would build a "Chinese wall" around Southern California and deny firm federal power from any source to perference public agencies in the area.
"The area of origin concept is as damaging in connection with federal power as it is with water," the representative of Orange and San Diego counties declared.
"All of the power from Parker Dam and at least 35 per cent of all firm Hoover Dam power now is used by the Metropolitan Water District to pump Colorado River water into Southern California. Reservations of either water or power for areas of origin would be catastrophic for Southern California."
Utt pointed out that the legislation originally was devised to preserve Bonneville power for the Pacific Northwest, giving private industries in that region preference over public agencies outside the region.
The bill was proposed by Interior Secretary Udall, he said, in order to placate the Pacific Northwest and thus pave the way for construction of a huge federal transmission line from Bonneville to Los Angeles.

Martin Brandt, 2052 W. Romneya Dr., Anaheim, will be part of the cast of "Kiss Me Kate," Orange Coast College's summer theater workshop production on Aug. 1, 2, 3 and 4.
Brandt, a drama-speech teacher, will play the parts of Second Man and A Gangster in the Cole Porter musical.
He has already appeared in "Guys and Dolls" at Orange Coast and in other college and little theater productions.
A graduate of Miami Beach High School, University of Miami and Long Beach State College, Brandt is currently working on his master's degree in little theater.
James Jay, former Anaheim High School student now living in Seal Beach, will have the first male lead part of Fred Graham and Petruchio. Mary Sullivan will play opposite him as Lilli Vanessi and Katherine.
Lucian D. Scott, Orange Coast College drama instructor, is director of the summer show. Assisting him as cast members will be Walter Gleckler, Paul Cox, Ruth Keith, George Archambeault, Ed Escobar, Art Koustik, Mike Fitzwater, Sandye McKay, Barbara Mayfield and Linda Schultz.

Originally done for the famed Stratford Festival in Canada, the Sir Tyrone Guthrie production was chosen for performance before Queen Elizabeth earlier this year and marked the first time she'd ever seen a Gilbert and Spacious Town and Country Shopping Center, across the street from Fashion Square, on S.
