State Already Feeling Stress Of Growing Population
By JOHN A. MURDY, JR.
California State Senator
Six months from now California will suppose to be the most populous state in the nation. While that may be somewhat of a milestone in the state's colorful history, it also means added woes for state and local government.
California is already feeling the stresses of a spiraling population. The state has of necessity been forced to finance schools, colleges, universities, roads, and other public works projects through taxes and bonds.
Stay 'Within Reason'
We certainly must hold down taxes, and while we see bonding as the fairest and most equitable method of financing large projects, I think it is necessary that we keep it within reason.
It is possible to force the state into a position of bonded indebtedness which places our credit in jeopardy thus posing interest rate and general financing problems.
Stability of the state's financial responsibilities rests with the ability of the people to pay. Let us not burden ourselves and future generations with needless debts — just those that are required.
The Bright Side
But being the most populous state in the nation has its bright spots, too. When California's population hits 17 million next December, it is anticipated personal income of the people will hit an all-time high of about $50 billion dollars.
With this record income tax permit, first in construction contracts ($4,947,000,000), first in national forest land (24,297,000 acres) and California has more than double the volume of military defense contracts held by any other state.
So far our state bonding program has been two-thirds self-liquidating. State expenditure for bond interest and redemption this year will be about 10 cents per $100 of personal income.
It is our hope this healthy picture will continue. California has a date with destiny if we don't let the success go to our heads.
Let's Go Fishing
Clearing skies and smoothing seas promised that yellowtail action at Catalina and San Clemente Islands would hit a new high this week after spotty catches over the weekend of the fighters.
Although party boats were out in full force, gusty winds and choppy seas kept the catches to a minimum. The yellowtailed fighters are at the 'chewing gum' island in full force was proven late last week when the boat's brought back as many as 35 yellow each weighing up to 26 pounds. Average was around 17

With this record income, taxable sales are expected to soar to $26.8 billion and corporate profits well over $5 billion.
