OC Art Group To Install New Officers Tonight
The Orange County Art Association will install its new officers tonight 8:15 p.m., in the Fullerton Public Library lecture hall.

Guest speaker for the evening will be famous mosaicist, Dale Owen, of Santa Monica, who will speak on "Living Design". Owen, former Dean of Chouinard Institute of Art, has done much to revive interest in the ancient art of mosaic.
The exhibit at the library will be a mosaic show by members of the Art Association, and was judged by Dale Owen.
Marta Is Heart
First prize in the non-figurative category went to Esther Dendle of Costa Mesa for her mosaic. "Tidepools". Other winners in this category were Dr. Charles Stevens of Costa Mesa, Alpha Salveson of Anaheim, Helen Trescott of Anaheim and Marilyn Solomon of Anaheim.
First prize in the Figurative category went to Helen Hennessey of Costa Mesa for her panel. "Shore Birds". Other winners were Ruth Villalobos of Anaheim, Mary Monoco of Newport Beach, Alice Mulhall of Newport Beach, and Irene Ecke of Anaheim.
In the Decorative category first prize went to Jo Dendle of Costa Mesa and second to Beverly Nemetz of Costa Mesa.
High School Slates Dance
Graduating seniors of Rancho Alamitos High School of Garden Grove will hold an all-night dance—"Aisle of Golden Dreams"—Friday at the Charter House Hotel.
Dancing will begin at 10 p.m. with a buffet dinner scheduled for 1 a.m. Dancing will continue until 6 a.m.
HOLLYWOOD (UPI) — Edmond O'Brien has been signed to play the only American, a news-paperman, in "Lawrence of Arabia," now being filmed in Spain.

The idea of a chaperoned all-night party began about 15 years ago in Long Beach following a tragic auto accident that killed four high school graduates who wanted to celebrate the occasion.
Faculty members and the PTA chaperone the parties and underwrite most of the expenses.
Local Man Is Club Honoree
Charles Irvin, 105 W. Sycamore Ave., Anaheim, is among 161 Indiana University graduates of the class of 1912 who have just become members of the University's Emeritus Club.
The Emeritus Club is composed of graduates who received their degrees 50 years or more ago and retired members of the faculty.

The foregoing quantities are approximate only, being given as a basis for the comparison of bids, and the Orange County Flood Control District does not expressly or by implication agree that the actual amount of work will correspond therewith, but reserves the right to increase or decrease the amount of any class or portion of the work, as may be deemed necessary or expedient by the said District.
All bids are to be compared on the basis of the foregoing schedule of work items.
Notice is hereby given bidders that in accordance with the provisions of Section 1770 of the Labor Code, the Board of Supervisors of the Orange County Flood Control District has ascertained the prevailing rate of per diem wages for each craft or type of workman or mechanic needed to execute the contract which will be awarded the successful bidder, to be as follows:
FOREMAN: All foremen not herein separately classified shall be paid not less than $2.00 per day more than the daily rate of the highest classification over which he has supervision. APPREN-TICES may be employed in conformity with Section 1775 of the California Labor Code.
WELDERS: Same wage scale as craft to which welding is incidental (except as otherwise separately classified).

The rate of compensation for any classification not listed in the schedule, but which may be required to execute the proposed contract, shall be commensurate and in accord with the rates specified for the following bldg.:
Provided that not less than one and one-half times the prevailing rate shall be paid for any working time in excess of eight (8) hours in any one calendar day and for Saturdays, Sundays and seven legal holidays; to wit: New Year's Day, Memorial Day, Fourth of July, Labor Day, Veterans Day, Thanksgiving Day and Christmas. For less than eight (8) hours per day, the per diem rate shall be that fraction of the foregoing per diem rather than the number of hours worked bear to eight hours.
Provided that notwithstanding the general provisions contained herein, Flagmen, Guards, and Watchmen shall be paid not less than said general per diem rate of wages set forth in said resolution hereinafter mentioned, to all laborers, workmen and mechanics employed in the execution of the proposed contract.
The contractor must submit with his proposal a satisfactory check certified by a responsible holder and payable to the order of the Orange County Flood Control District not less than ten (10) percent of the aggregate sum of the bid, as a guarantee that the bidder will enter into the proposed contract if the same is awarded to him, and in event of failure to enter into such contract sald check will become the property of the District.
The amount of the bond to be given to secure a faithful performance of the contract for said work shall be fifty (50) percent of the contract price thereof, and an additional bond in an amount equal to fifty (50) percent of the contract price for said work, which bond shall provide that if the person or his subcontractors fail to pay for any work he provisioned upon for, or about the performance of the work contracted to be done, or for any work or labor thereon of any kind, of amounts due for the Unemployment Insurance Act with respect to such work or labor, that the surrey or suries will pay for the same, and also in case suit is brought upon the bond, a reasonable attorney's fee to be fixed by the court.
The Contractor will also be required to furnish a certificate that he carries compensation insurance covering his employees upon work to be done under the contract which may be entered into between the Contractor and the State of California for construction of said work.
No bid will be accepted from a Contractor in accordance with the law under the provisions of Division III Chapter 9 of the Business and Professions Code of the State of California.
No bid will be received unless it is made on the blank form furnished by the Chief Engineer. The special attention of prospective bidders is called to the "Information for Bidders" annexed to the blank form of proposal for full directions as to bidding, etc.
The work is to be done in accordance with the Plans and Specifications on file in the office of the Orange County Flood Control District, 60 West Avenue Building and dress: P.O. Box 1078). Santa Ana, California. Plans, Specifications and other contract document forms will be available for examination without charge and copies may be secured at the office of the Orange County Flood Control District, upon payment of $3.64 if picked up at the District's offices or payment of $4.65 if requested by mail. In either case, upon payment of the appropriate purchase price, the Plans and Specifications become the property of the purchaser and are NOT to be returned to the District for refund.
The Board of Supervisors reserves the right to reject any and all bids without informality in any bid received.
No bidder may withdraw build for overload of thirty (30) days after the time set for the opening thereof.
