VOTE NO PROPOSITION No.4 JUNE 5TH 1962
BONDS: HOUSING FOR THE AGED AND PHYSICALLY HANDICAPPED.
Proposition No. 4 masquerades as a low-rent housing program for old people, but actually it opens the state treasury to public housing bureaucrats to help themselves under no effective control by the state or its counties and cities.
WHY VOTE "NO" ON NO. 4
1. NO. 4 GIVES AWAY STATE MONEY. In addition to $100 million of bond money, No. 4 provides that General Fund tax money may be spent on these projects. It obligates the State's money and credit to stand behind any losses.
2. NO. 4 GIVES PUBLIC HOUSING AUTHORITIES UNCONTROLLED POLITICAL POWER. They may build where and when they want. Constitutional protection of local areas against undesired housing projects is nullified. Projects are exempted from local and state taxes, shrinking

2. NO. 4 GIVES PUBLIC HOUSING AUTHORITIES UNCONTROLLED POLITICAL POWER. They may build where and when they want. Constitutional protection of local areas against undesired housing projects is nullified. Projects are exempted from local and state taxes, shrinking the tax base, increasing tax burdens. Housing bureaucrats have full power of condemnation over homes and property.
3. NO. 4 WOULD OPEN A PANDORA'S BOX OF EVILS. It would attract hordes of old people from the rest of the United States to add to our tax burdens. Their theme song would be "California Here I Come." Our taxpayers' theme song would be "California Here I Pay."
