Citizens Pick Cal. FOYM
Five of Anaheim's most distinguished citizens met recently to select the five outstanding young men of California. The young men selected will receive the California Junior Chamber of Commerce's F.O.Y.M. (Five Outstanding Young Men) Award at a banquet in their honor at the Gormet Restaurant in the Disneyland Hotel on January 27, 1902.
Doing the judging were: Harry W. Shaffer, editor of the Anaheim Bulletin; Barney W. Jordon, assistant vice-president and manager of the United California Bank and new president of the Anaheim Chamber of Commerce; Donald C. Barnes, plant manager of U.S. Industrial Chemical Co.; Charles K. Pearson, owner of the Anaheim Truck and Transfer Co., past-mayor of the City of Anaheim, and past-president of the Anaheim Chamber of Commerce; and Melbourne A. Gauer, retired superintendent of schools, Anaheim School District, chairman of the Anaheim Planning Commission, director of the Anaheim Red Cross Chapter, and past-president of the Anaheim Rotary.
The F.O.Y.M. winners were selected from a host of entries submitted from Jaycee Locals throughout the state. To be eligible for this award the entries must be between the ages of 21 to 36, not necessarily Jaycees, from the state of California who have demonstrated extraordinary talent and initiative in their work on profession and their work.

The recipients of this award will not be made known until the night of the awards banquet.
The program has been prepared by the Anaheim Junior Chamber of Commerce, the F.O.Y.M. hosts, to insure an appropriate honor for the five. Mr. Governor Goodwin J. Knight is scheduled to be the keynote speaker in one of his first public appearances after his bout with heptitus. Dick Fitzgerald, past President of the California Junior Chamber of Commerce and a former F.O.Y.M. award recipient himself, will be the Master of Ceremonies.

to work out some kind of a cooperative plan with another junior college in the area. What we are all looking for now is some solution which will give us a reasonable junior college district without burdening the taxpayer."
The central area district would be composed of the Orange Unified School District, Tustin Union High School District and Santa Ana Unified and Junior College District.
The coast area would include Capistrano Union High School District, Garden Grove Union High School District, Laguna Beach Unified School District, Huntington Beach Union High School District, and Newport Harbor union High School District. (Newport and Huntington Beach make up the Orange Coast College District.) Dr. Packard reported to the county committee last Thursday that the earliest possible date for reorganization to be completed would be July, 1963. The three required augmented meetings should be completed by next April in order to submit the plan to the State Board in May, allowing enough time for various agencies to complete their work by Sept., 1962. The new junior college boards would then have adequate time to plan for the opening of a new school year on July 1, 1963.
There are four committee meeting dates open for augmented meetings prior to April — Jan. 18, Feb. 8, March 8 and 22.
Dr. Packard emphasised that such expansion requires a public hearing; approval by the State Board of Education; and an election in the proposed district not less than 80 days after State Board approval, followed by another public hearing at least 10 days prior to the election.
He told the committee "the County Office is not trying to push reorganization but wishes to let the people know that reorganization cannot take place over night. The process takes time and effort. Many study committees will have to be established in order that the voters better understand the problems. If the governing boards wish to move ahead, this office is ready to help."
Assistant School Superintendent Frank Grunenfelder pointed out that high school districts not included in junior college districts are required to pay a junior college tuition tax, which has no statutory limit and is based only on current expense of education of the pupils attending junior college from these districts.
For example, Grunenfelder said, since 1950-51, the junior college tuition tax has increased from 18.22 cents per $100 assessed valuation to the current (1961-62) rate of 44.71 cents. Grunenfelder predicted that it will continue to rise during the next 10 years at a comparable rate, whereas those high school districts included in junior college districts currently operate under the statutory tax limit of 35 cents.
The Jan. 18 meeting will be held in the County Health Building, Eighth and Ross Streets, Sarnia Ana, at 8 p.m. Melwood A Berry of Newport Beach is committee chairman.
Two Christmas Eve Services At St. Michael's
Two Christmas Eve services will head the Christmas schedule for St. Michael's Episcopal Church, Anaheim, according to John K. Seville, rector.
Family Choral Candlelight services will begin at 4 p.m. and the Midnight Choral Eucharis services will start at 11 p.m. on the 24th. Regular Christmas service will be at 10 a.m. on Christmas Day. Regular Sunday services are at 8:45 a.m. and 10 a.m.

ANAHEIM HI HELPING DEVELOP CHEM STUDY
Anäheim High School is among the 100 high schools across the nation cooperating with a team of chemists and teachers and the chairman of the Atomic Energy Commission in developing a revolutionary new high school chemistry course designed for the spacé age.
The course is already a best-seller although still in draft form.
The University of California at Berksley received $568,000 last Thursday to help complete the intensive and lengthy course by next September.
It is being developed through CHEM Study, nationwide Chemistry Education Material Study now in its second year. The study is headed by Glenn T. Seaborg, AEC chairman and former chancellor of U.C.'s Berkeley campus.
The new course puts heavy emphasis on the energy and rate of chemical reactions. These are the keys to control of chemical reactions in propelling space vehicles and for many other uses, according to George C. Pimentel, U.C. chemistry professor and head of the Study's textbook-writing team.
In teaching methods, CHEM Study discards the traditional course with its facts of chemistry followed by occasional experiments. Instead, students do selected experiments first, then deduce the significance of the results, Pimentel noted.
“This new system injects a sense of discovery into the study of chemistry. It arouses students' interest, leading them to experiment, observe and deduce, thereby learning scientific method,” he added.
This new approach is designed to inspire gifted students and give average students the basic knowledge needed in an age-of science, he noted. Testing of students who used the new course last year showed it does both, Pimentel added.
Thursday's $560,000 grant came from the National Science Foundation and brings to over $3 million NSF funds put into CHEM Study. They have paid for intensive writing and rewriting of the course begun in 1900.
The textbook and accompanying laboratory manual were written last year, tested in classroom use, rewritten this year for their final trial run.
