YOUR LEGISLATOR AT WORK SEN. JOHN A. MUEDY, JR. State Senator Civilian Defense is one of the most talked-about subjects of the day, and yet very little has been accomplished. In fact, you might say that—when all is said and done, all is said and little is done. Scattered about this vast metropolitan area some residents are building their own little shelters. In some areas neighbors have banded together to plan or build larger neighborhood shelters. The State Legislature this year even provided an amendment to the 1911 Act which allows shelters to be built and financed by a special tax district similar to a street lighting district. But we have learned recently there is growing opposition to the fallout shelter because in this area they could very well become death traps in the event of nuclear attack. Architects, we are told, are quite upset over the popular idea of having a fallout shelter in the back or front yard of your home. The shock of a 100-megaton bomb would collapse most of the fallout shelters in the metropolitan area. You would be entombed to die either by suffocation or be crushed to death. But, if you by some miraculous event managed to survive the initial shock in your fallout shelter, the critics ask how you would breathe through the air vent that is choked with nuclear gases, fire and smoke. Then there is the food supply to be considered—how to keep your own family supplied, much less the roving bands of men and women who are hungry and radiation infected and who might later infect you when you decided it will safe to come out. Not a very pretty picture. But we do a lot of talking about Civilian Defense today. Some talk of it lightly, others with distress. Some areas haven't even installed a warning system—but even that might not be used in time. It may come without warning. But it could happen. We are in what is considered a prime target area. In reality—and let's face it truthfully—we have only a slim chance of surviving. And those who have really given this some thought feel the best chance of survival is through construction of reinforced concrete and steel community bomb shelters, capable of withstanding the shock, the fallout, the fire and the suffocating heat and gases—the works. According to one architect we talked with under the street is probably the best place. How many can we afford to build? Or, to put it another way, how many of us can afford to survive? I think a great deal of study should be given to this matter of civil defense and I am glad to see the Orange County Board of Supervisors has tightened restrictions. In line with all this, I recently was appointed by the Senate Rules Committee to serve on a committee with the California Disaster Office to study the feasibility and means of providing basement-type shelter facilities in new school buildings.
