LAW IN ACTION
OATHS AND RELIGION
Separation of church and state is a basic principle in our law.
For example, the other day a Maryland citizen sought a notary's commission. To get it, he would have had to declare his belief in God. Refusing to make this religious declaration, he got no license. He sued for it and lost.
He took his case to the U. S. Supreme Court. The court said he should get his license without taking the religious oath. The court will not enforce such a state law since it violates the safeguards of freedom of religion.
At common law, all oaths referred to God. Their reference to God was a reminder of possible divine punishment for a false oath. For centuries, an Englishman who would not take such an oath could not enforce his rights in court.
Today, other solemn declarations are allowed to bind a person's conscience instead of an oath referring to God.
The U. S. Constitution says that "no religious test shall ever be required as a qualification to any office or public trust under the United States."
Though some federal oaths have religious references, the government cannot force a person to profess a belief or disbelief in religion.
Government cannot "establish religion" and must remain out of religious activities so far as possible.
How far can the government go in religious activities? The state can provide buses for parochial schools to promote safety for children (not to establish religion). State schools may release children for church classes. A church or church school may claim tax exemptions.
In the past, the U. S. has provided funds for ex-G.I.'s to go to colleges, some of them religious. The Armed Services have long had chaplains of various religious faiths. A long time ago the U. S. used funds to aid missionaries.

4-H’ers Receive Merit Awards
Six Orange County 4-H members will be attending the State 4-H Leadership Conference as Junior Leader Merit Award winners. Each year the Bank of America furnishes 250 of these awards to outstanding 4-H’ers throughout the state. Each award is a grant of $10 to be applied toward the cost of the conference.
The local winners include Marilyn Rischard of the Buena Park Happy Hayseeds 4-H Club; Cheryl Neal, Yorba Linda Cloverleaf; Patsy Holtz, Villa Park Eager Beavers; Ronnie VanKeirsbulck, Anaheim Korn
Poppers Jess Huff, Katella Farmers; and Terry Dobbs of the El Modeno 4-H Rancheros. Hal Jackson and Ken Johnson, officials of the Bank of America, made the presentations.
Junior Leadership is one of the most important projects offered by 4-H Clubwork. To qualify, a member must be in the 9th grade or above and have completed at least one year of clubwork. As Junior-Leaders, these 4-Her's work with the younger members, helping them with their 4-H projects and activities.
College Tells Registration
Starting with the Fall semester, a change has been established with regard to registering in adult and extended day classes at Orange Coast College. All registrations in classes which are listed as carying college credit must be for credit and must be complete by the first meeting of the third week of classes (Sept. 25-29). There can be no auditors or non-credit students in these credit classes.

Executive Series to Open
City of California Executive Profile"
which formerly was given on the UCLA campus to capacity audiences will be brought to Orange County this fall in response to requests by Orange County businessmen and women. Theme of this series will be "Manning the Organization." Meeting place will be the auditorium of the Chrysler Training Center 1111 North Brookhurst Ave in Anaheim. The four lectures will be given at 8 p.m. on Sept. 20, Oct. 18, Nov. 29 and Dec. 13.
