ANAHEIM COMMENT Continued from Page 1-A) Senator Fulbright, chairman of the Foreign Relations Committee, has made the most open criticisms directed at the Central Intelligence Agency, which is being made the scapegoat for the Administration. I believe that the CIA should have a thorough going over, although I do not hold them in the least responsible for the Cuban flasco. To charge that the CIA was incompetent in the evaluation of intelligence regarding Cuba is stupid, for the simple reason that a constant stream of Castro defectors had been arriving in the United States every month over the past two years. The newsboy on the street was well informed on what was taking place in Cuba. The CIA is our intelligence arm and has no business being involved in any military operation. The only reason they were involved was the very simple fact that they are not required to make any accounting of their funds. Such an accounting would be fatal in espionage work. No having to make an accounting of the cost of the Cuban invasion including training and wages paid to the freedom fighters would not show up in the reports of the General Accounting Office. This great military venture on the part of the United States was triggered by three intellectuals in the White House by the names of McGeorge Bundy, former dean of the faculty at Harvard; Arthur Schlesinger, the great Harvard historian, and Professor Walt W.
