Solons Work on Flooding Problem In County Area Assemblyman Richard T. Hanna (Dem., Fullerton) today announced that cooperative efforts between his office, the Orange County Board of Supervisors, Ken Sampson of the Orange County Harbor District, and Congressman James B. Utt (Rep., Santa Ana) are being exerted to bring about a solution to the problem of flooding at Surfside. Residents in that area have been subjected to a continuing problem with serious erosion taking place as a result of winter storms. Additional sand must be placed in this area before the coming winter to protect these properties. Plans are underway to arrange a transfer of sand between the Corps of Engineers and the Binghamton Harbor Corporation. The latter group is presently drafting in the Lomitas property for a large marina home development. The exchange of 500,000 yards of sand is planned. Ultimately, it is hoped that the Corps of Engineers will be able to replace sands borrowed from dredging in the Seal Beach Ammunition and Net Depot, particularly in the area where the County hopes to acquire sufficient land to develop a marina park. Local Art Students Win Prizes at Show Anaheim Army Men Stationed At Lava Plains Two soldiers from Anaheim, Privates Richard Hedden and Larry D. Byers, are scheduled to participate in Exercise Lava Plains, a joint Army-Air Force field training exercise at the Yakima, Wash., Firing Center. May 8-22. During the exercise, 18,000 Army troops and airmen from the 4th Infantry Division, supporting units from military installations throughout the nation and the Ninth and Twelfth Air Forces will engage in large scale maneuvers emphasizing defensive tactics. Reallism will be added to the exercise with the 4th Division's 39th Infantry acting the part of an enemy force known as "Aggressor." Hedden, son of Mr. and Mrs. Claude J. Hedden, 1301 Damon Ave., is a clerk in the 592d Service Support Battalion's Headquarters and Service Company at Fort Lewis, Wash. He entered the Army last September and completed basic training at Fort Ord, Calif. Winifred Roth won first place in the contemporary category, Marilyn Solomon, third place, and Brenda Wilkinson, honorable mention. In the mosaic category, Alpha Salveson won first place and Marilyn Solomon, honorable mention. Helen Callahan, Paula Koloday and Evelyn Hamilton Keith all won honorable mention in the traditional category. Russian Course Santa Ana College will offer elementary and intermediate Russian next school year among a group of varied new subjects, it was announced today by President Dr. John E. At a recent session of the Senate Appropriations Subcommittee, the senior California Senator extensively questioned U.S. Forest Service officials about their methods and organization, drawing agreement that substantial reinforcement of the forces stationed in California would be desirable to reduce hazards of solzes which in the past few years wreaked heavy damage to timber and watersheds. Under inquiry by Kuchel about unusual conditions in California Chief Forester Richard E. YOUR LEGISLATOR AT WORK SEN. JOHN A. MURDY, JR. State Senator Gov. Pat Brown has signed a tougher law to cope with the narcotic problem in California. It not only includes stiffer penalties but also opens the door to greater federal participation in a preventive program. The new law is not as strong as some would like to have it; especially the southern law enforcement agencies. But it is a compromise between police powers and individual rights. Some of the bills that were introduced earlier in the session would violate the Constitution and would have given a police officer the right to walk into anyone's home on the least suspicion whether it was warranted or not. I was extremely interested in a recent report on narcotic arrests in California compiled by the Bureau of Criminal Statistics, State Department of Justice. On the basis of arrest reports, the bureau contends about 10,000 to 20,000 persons in California are routinely engaged in illegal narcotic activities, primarily the use of narcotics. Many of these are persons well known to law enforcement personnel. The prior criminal records of most of these individuals lend support to the argument that narcotic offenders are also criminals and that most have engaged in criminal activities before they got on the narcotic "kick." Many of the peddlers would be out of business if the addict market weren't so demanding and the losses outweighed the profits. And it's a safe assumption that narcotics, other than the normal tranquilizers used by physicians for medical purposes, are smuggled into the country from Mexico and other boarders or ports of entry. We have much to do in this fight to stamp out the dope evil of our society. But laws will do only part of the job. The people have the biggest responsibility to themselves their country, and to our youth, who will soon be the country's leaders. Reapportionment was to be unveiled this week, finally. There were to be a few last minute surprises. We suspect Orange County will not get the assembly districts it deserves for the next 10 years. We will probably have three districts—whose boundaries are unknown, except to the Democrats at the present time. B. Langsdorf. Mrs. Unterberger is associate professor of history and political science at Whittier College where she formerly directed the Liberal Arts Center. Earlier she was assistant professor of history at East Carolina College. The associate professor-elect wrote "America's Siberian Expedition; 1918-20." This book was recently included in the new Guide to Historical Literature, a Macmillan publication for the American Historical Association.
