County United Fund Chief Meets County leaders last week.
Duffy spoke on "Community Progress Through Cooperative Activity" at a luncheon sponsored by the Orange County Federation of Community Chests and United Funds and the Associated Chambers of Commerce of Orange County. The luncheon was held at Aeronutronic Division of Ford Motor Company.
Present were mayors of the 14 Orange County cities in which there are Community Chests and United Funds, and presidents of the charitable agencies and business and industry leaders. Anaheim leaders attended.

"There can be little doubt that the strength of America demands something more than the production and distribution of goods," Duffy said. "Our modern homes, super highways, and mechanical products will be of little significance unless we show a corresponding growth in our ability to solve our medical and social problems."

"One of the most effective ways I know of to mobilize a total community to meet human needs is through a United Fund," Duffy emphasized.
He said that a United Fund is not a mere convenience to the community, or just an efficient method of raising money, but is a community instrument to assure high quality of services in an efficient manner. It allocates money to agencies after careful study and deliberation by an informed budget committee composed of local citizens.
"A United Fund is a logical and orderly approach to meeting total community needs," he said. "The study and decisions involved in budgeting are functions which most of us are incapable of making without detailed information and hours of study."

Support to Halt Airport Plan Sought
The Santa Ana Chamber of Commerce this week is making a bid for Anaheim support in its protest to restrict growth of the Orange County Airport.
"We believe that efforts of all people of Orange County should be exerted upon the Board of Supervisors to prevent unjustified expenditure of county and federal funds on acquisition of land and construction of additional improvements when the only advantage is to accommodate undesirable transcontinental aircraft," Frank J. Gellnas, secretary-manager, reported.
The airport battle stemmed over a plan that would lengthen the present 4,700-ft. runway to 5,800 ft.
Santa Ana officials have argued the longer runway would cause MacArthur Blvd., a main link between the city and coastal communities, to be "re-located," or possibly severed.
"We firmly believe the extension at the airport is unjustified expenditure of county

Thus, some agencies are encouraged to grow, perhaps others merged, and still others eliminated if they are no longer needed," he said.
In describing Orange County one of the "dynamic growth areas of our country," he pointed out the responsibilities of those at the meeting.

Anaheim residents interested in the problem should write letters protesting the subject to the County Board of Supervisors.
Supervisor Cy Featherly, who earlier indicated he felt the airport should receive maximum development, has altered his opinion, and is now backing the drive to restrict its growth.
