WASHINGTON REPORT Congressman JAMES B. UTT The New Frontier won a two-vote victory in the Senate last week by rejecting the proposal of Senator Byrd, Democrat of Virginia, to eliminate the relief aspects of the temporary unemployment compensation bill. The Byrd proposal embraced the changes which I had advocated when the measure was before the House. The Administration won its two-vote victory with the help of five Republican Senators and the labor unions who want to federalize unemployment compensation insurance. The State of California was not depending upon federal legislation, but had already made provision for its unemployed who had exhausted their benefits. Under the federal system, 10 states will contribute money to 10 states which have left premiums lag. I reject as untrue the statement made by Administration witnesses to the effect that "The Federal Government is more sensitive to the needs of the people than are the various states." The Federal Government, being far removed from the people in my district, cannot be more sensitive to the needs of my neighbors than are the city, the county and the state. Proof of this lies in the fact that in this emergency the state acted many months before the Federal Government did. The chains of the Constitution appear to be too heavy for the New Frontiersmen. They know that they cannot change the Constitution, so they simply ignore it. The Preamble to their unemployment insurance the Constitution states, "to secure the blessings of liberty ourselves and our posterity. Nothing therein indicates that we have a political obligation to secure these bellsings for the world, although we should make such contributions as much as possible—but not at the expense of destroying our own liberty or the liberties of our posterity. There is no limit to what you can do under the Constitution" "general welfare" clause, no interpreted in the light of the debates at the time this clause... Rafts, now approved for certain kinds of power and commercial boats, may eventually re-wooden lifeboats on ocean liners. Awards For Aid to Fatherless Boys Announced by Big Brothers Unit Announcement of the establishment of the Ernest K. Coulter Award for meritorious service in Big Brothers of Orange County was made this week by Charles W. Blodgett, president of Big Brothers. The award will be given each year to the Orphanage agencies now applying Central Presbyterian Church. Milk prices will be red April 1 throughout most California. Charles Paul d. Announcement of the establishment of the Ernest K. Coulter Award for meritorious service in Big Brothers of Orange County was made this week by Charles W. Blodgett, president of Big Brothers. The award will be given each year to the Orange County man who has, by his efforts, given outstanding service to the Big Brothers of Orange County. The hand of a man reaching out to help a boy is sculptured in bronze on a walnut mounted board and was designed and manufactured here in Orange County. "The reaching hands is so symbolic of our work," said Bloedgett, "that Big Brothers of America is considering using it for the national Big Brother symbol." The award is named in the honor of the founder of the Big Brother movement, Ernest K. Coulter. A New York City court clerk, Coulter noted after long experience that about 60 percent of the cases appearing on the docket of the children's court were those of boys being reared in homes without a father. Coulter placed his ideas for a One Man-One Boy plan before the religious and civic groups of New York City. FJC Girl Wins Prize in Art Fullerton Junior College student Judith Ann Brandenburg, of Yorba Linda, has won second prize in the Orange County Art Association show, her FJC art instructor, Lois H. Maroney, has announced. Miss Brandenburg's painting, a startling and bright one that emphasizes movement, is currently hung along with the others accepted for display in the auditorium of the Fullerton Public Library. Theme of the show is "Trends in Non-Objective Painting." The exhibits will be on display until March 31. A total of 82 casualties, including 19 fatalities, was recorded in 1960, compared to 91 casualties, of which 22 were fatalities, in the previous year. Best year on record was 1957, which produced only 79 casualties, including 14 fatalities. The records date from 1954 when California adopted its hunter safety training program. Nearly all the casualties in 1960 followed the pattern of the previous five years, Department Director Walter T. Shannon noted. "They could have been avoided because they were caused by carelessness and ignorance," he said. "California will continue to be concerned as long as one life is lost or one hunter is injured in a hunting accident," Shannon added. "We will continue to press our educational program on gun safety."
