Kuchel Stand:
Action Rather Than Deadlock

In the Senate, to which he was initially appointed by Warren when Richard Nixon became Vice President after only two years of his hard-won first term, Kuchel has been a faithful practitioner of the Warren technique and one of the most consistent supporters of President Eisenhower's policies.
By the percentage ratings of N.Y.) to fight filibustering, the bane of all civil rights bills, he is labeled a liberal. But in fiscal matters and whenever appeasement of Red China raises its head, he is generally as conservative as his former colleague, Sen. Knowland.

But in 1959 he authored the compromise that salvaged Sen. Kennedy's labor bill and has disagreed with the recent Republican administration's "partnership" policy on public power.

So, if his Arizona colleague and warm friend, Sen. Barry Goldwater, were to ask, "Where do you stand, sir?" Kuchel might have to answer, "With a foot in both camps." This is not for lack of strong opinions so much as an innate compulsion toward compromise, a properly senatorial taste for reasonable solutions rather than deadlock, and the diverse character and concerns of his huge and growing California constituency.
Kuchel is rather more keen for the federal view of things than many Republicans and most Dixiecrats, though he stops short of the most of the liberal Democrats with whom he allies himself semi-annually in the civil rights coalition and on some other issues.
He would like to see Uncle Sam get more deeply into the smog problem, for instance, and is a strong backer of federal reclamation, power, highway, school and other projects that are anathema to state's righters.
This is odd in view of his considerable service in state government, as a California state senator and as controller, but it springs from his naval experience in World War II when we were briefly "shipmates" on a pier in Long Beach.

As is the case with most politicians who practice nonpartisan-ship—and they are usually from closely divided states—Kuchel is moving toward closer alliance with his Republican colleagues as his own re-election approaches.
He is making friendly overtures to the GOP delegation in the House, which has become a 14-man minority of the 30-member delegation, and there is ample evidence that misery likes company along the New Frontier.
For the first time since he donned his senatorial toga, Kuchel is operating without powerful Republican allies either in Washington or Sacramento, where the Democrats have completed their conquest of both executive and legislative bodies. It is a new and difficult challenge, but he faces it with outward equanimity.
Phone Workers Pledge $17,143
Pacific Telephone employees in Anaheim pledged $17,143 to Orange County AID-United Givers in the recently completed 1960-61 fund-raising drive, it was announced this week.
Associated In-group Doners was explained by C. Robert Rothwell. AID area representative, as an association of givers, not a charitable organization within itself. It combines the separate fund campaign of eight participating charities into one yearly drive.
Classes in Child Psychology Offered at Western, Anaheim HS
A class in child psychology is currently being offered at the Anaheim Evening High School under the title, "Child Growth and Development." It is led by Mr. Richard C. Oldenberg.
Content of the course includes the subjects of emotional development, social development, discipline, personality development, psychosexual development, and development of intelligence.
Films covering these and related subjects will be shown.
Classes meet Tuesday evenings from 7 to 9 in Room 59. Registration is in the classroom next Tuesday and thereafter the Evening School office at 3 N. Citron St.
Sorority Group Meets Tonight
Mrs. R. D. Taylor of 1556 Crone Ave. tonight will host the February meeting of the North Orange County Alumnae of Delta Zeta Sorority, at 8 p.m.
Co-hostesses for the evening will be Mrs. E. M. Pettis of Fullerton and Mrs. B. E. Peebles Jr. of Santa Ana.
