New Agriculture Chief Pledges Aid to Grower This week Dr. James T. Ralph, 34-year-old holder of agriculture economic degrees from Stanford University and two eastern colleges, assumed the directorship of the California State Department of Agriculture. He was formerly deputy director of the department. In a prepared statement Doctor Ralph said he would continue the policies and programs of his predecessor, William E. Warne, "with special emphasis on farm marketing services and aid for self-help commodity groups." "Agriculture is California's basic industry, providing employment for 30 percent of our people," said Ralph. "The mission of the California Department of Agriculture is to promote and protect our great agricultural industry. We accept our mission and we intend to pursue it aggressively." During the past year, Director Warne has developed and advanced several important programs to provide greater protection for California's agriculture, and has taught the department many important lessons in efficient administration. We intend to continue these programs and administrative practices. "Our milk stabilization study, already beneficial, will prove the economic situation in their industries. We hope to make even greater strides toward working closely with the many commodity organizations in our state to assist them with their marketing programs. "Our aggressive measures to protect agriculture against rodents, weeds, pests and diseases will be maintained. The fight against pear decline will continue with undiminished vigor. "During the coming year, we expect to reorganize the department to provide more advancement opportunities for our many talented specialists. "Wherever the laws we administer are inadequate to accomplish our task of promoting and protecting agriculture, we will advise the Governor of the deficiency and request his support to obtain improved or corrective legislation. "An example of this requested improvement is in legislation to assist cooperatives engaging in bargaining. The Agricultural Code instructs the Director of Agriculture to promote orderly marketing through the use of bargaining associations, and yet the laws relating to cooperative marketing groups do not provide adequate protection for members of such associations."
