County Heart Association Members Hold Meeting at Disney The Orange County Heart Association officers, members and workers convened at the Poolside Room of the Disneyland Hotel last Tuesday for their sixth annual meeting, according to Sidney J. Adler, M.D., outgoing president of the local Heart Association. Workers were cited for their volunteer work in the office of the Orange County Heart Association. Two members were recipients of Heart Compacts for contributing over one hundred hours of volunteer service in the heart office last year. Community Chairmen received Heart Pins for their leadership in the Heart Sunday Campaign. Heart Compacts were presented to the four Heart Sunday Regional Chairmen. Heart Money Clips were presented the Heart Fund officers as a token of recognition for their leadership in the Heart Fund campaign. DR. ADLER, as outgoing president, emphasized the excellent work accomplished during the past year, with his financial report to members. He said, "As of June 14th, contributions to the Orange County Heart Association total $83,568.75, which is a $10,000 increase over the previous year's total of $72,833." Dr. Nielsen, newly-elected president of the Orange County Heart shared topic, "Rehabilitation of the Acute Coronary Patient," was Association, presented outgoing President Sidney J. Adler, M.D., with an inscribed Bronze Service Medallion. Following the business meeting, Merl J. Carson, M.D., and Albert A. Kattus Jr., M.D., were introduced as guest speakers. Their Newhall holds its 33rd annual Old West Celebration July 4 with a parade of Arabian, Indian, Spanish and cowboy riders and the Chinese-American Youth Band, starting at the William S. Hart County Park, home of the late western star. There will be a jackpot rodeo drawing cowboys from miles around. Freeway Crash Kills Los Angeles Driver The California Highway Patrol reported a Los Angeles man was killed and his wife seriously injured when their car plowed head-on into a metal sign pole on the Santa Ana Freeway south of Flower Street. Daniel Lara, 37, of 3315 N. Broadway, was pronounced dead on arrival at the Orange County Hospital. His wife, Felctas, 33, was in critical condition. This year a situation has arisen in California agriculture which has already caused a partial loss in one important fruit crop, is now affecting another, and which could cause serious losses in other big crops as they come to harvest time. The situation has arisen because of efforts to organize the farm laborers who harvest the crops. As might have been expected, spokesmen for the farmers and for organized labor expressed completely opposite opinions with respect to the situation. The one point on which they seemed to be agreed was that the cause of the whole problem involves some very knotty legal questions. The central one was put in these words: "Can the harvest of all perishable farm produce be completed with economic justice and without undue loss under existing federal and state labor law?" The reason for this question was brought out by the department of employment in a statement made at the hearing. This department operates the farm labor placement service with funds received from the federal department of labor under the Wagner-Peyser Act. To qualify for these funds our California agency must comply with federal regulations which prohibit referral of workers to any place of employment where a labor dispute exists. This agency also certifies as to the need by farmers for foreign workers, mostly Mexican, imported to help harvest crops when not enough domestic workers are available. But the employment department cannot certify to such need if the imported workers would be used to replace domestic off-the-job because of a labor dispute. While there is no definition of such a dispute in the Wagner-Peyser Act, our state Supreme Court has recently ruled that even if there is no employer-employee relationship between the parties, but a picket line does exist, there is a labor dispute. One man, they declare, who applies for a farm job, refuses it for any reason, can then call the union a dispute exists. Without giving the farmer any opportunity to negotiate, the union can tell the department a dispute exists, and immediately all referrals are stopped. In perishable crops which are ready for picking today, but rotting by tomorrow, inability to secure labor at the right time can lose a farmer his whole year's work. Since our biggest California harvest season is now on, the farmers are asking for relief on an emergency basis. Labor spokesmen strongly uphold the law, the rulings and the department's policy. They maintained that the only farmers picked are those who will not negotiate. They said they are opposed to the importation of foreign nationals, and hope to end that program in a few years by improving wages and working conditions for American workers. They denied any intent to create crop losses, but maintained their right to impose "economic sanctions" on farmers who resist organization. Prayer: Our Father in Heaven we cannot "go it alone." Life is too much for us that way. We come to Thee for refuge from the storm. Cleanse us by Thy grace. Empower us with thy presence.
