Hosmer Calls For Probe in Bank Seizure
U.S. Congressman Craig Hosmer (R-Long Beach) today told The Gazette he has asked the House of Representatives Government Operations Committee to investigate the seizure of the Long Beach Federal Savings & Loan Assn.
The congressman's reply was to an open letter from The Gazette asking a congressional investigation of the seizure of the institution by the Federal Home Loan Bank Board several weeks ago.
Hosmer, in a letter to Committee chairman William L. Dawson, said:
"The Federal Home Loan Bank Board seized the (Long Beach) institution as an 'emergency' measure enumerating nine grounds, all of which have been matters of long-standing knowledge to the Board so to act under authority of the Housing Act of 1954 as amended.
"Further, if any of the alleged grounds are, in fact true, since they were in the knowledge of the Board long prior to the seizure, the Board would seem to be in neglect of its responsibilities for not some time ago initiating the ordi-

"In connection with the seizure, the Board issued a press release which practically constituted an invitation for a run on the Association.
"The Board similarly seized this Association in 1946, precipitating an investigation by your Committee which ended in a thorough denunciation of the Board's high-handed action. It also precipitated a law suit which resulted in an order restoring the Association to its rightful managers.
"As a consequence of the apparent irregularity in the Board's action following upon irregularity in its prior action against the Association, it is respectfully and urgently requested that your Committee again investigate this Board as to its current action."
Directors Support New CAO Proposal
Directors of the Orange County Farm Bureau have come to the support of the proposed substitution for the proposal to name a County Administrative Officer in Orange County. In a letter to the Board of Supervisors the organization's directors indicated that they had been lukewarm about the previous proposal but had limited their activity to recommending several changes in the CAO ordinance that would have had the effect of assuring that the administrative officer would at all times work strictly within the policies of the supervisors. They had also emphasized that they felt that efficiency and economy should be the aim of such a change and that the proposed salary for the CAO was too high.

The new proposal, presented by Chairman C. M. Featherly at the time that the board had set for action on the original ordinance, would amend the ordinance that established the county Finance Officer and would enlarge his responsibilities to include coordination of five named minor divisions of the county government.
Word of the new action came from W. J. Richardson, Orange, President of the county Farm Bureau.
The National Safety Council says 5,000 lives a year could be saved in the United States if seat belts were installed—and used—in every car.
