Frank, 24-year-old bass-baritone, a student-teacher in the music department at Anaheim High School, will be presented in concert at Chapman College, Orange, at 8:15 p.m. May 20. Known to Southern California audiences, Frank first gained recognition by winning the grand prize honors of the 1959 Musical Arts Young Artists Auditions. HIS RECENT ENCOURAGEMENT by the Hollywood Bowl Committee has prompted Frank to further his plans for a concert. Crooke Outlines Howard Crooke, secretary-manager of the all-important Orange County Water District, gave these facts and observations on the local water picture last week in an address to the Santa Ana Lions Club: Crooke explained Orange County, during the current fiscal year, will purchase 200,000 acre-feet of Colorado River Water through Metropolitan Water District's giant aqueduct. Of that figure, 140,000 acre-feet was sunk underground to recharge the declining water levels and the remainder went for direct domestic use. Cities draw softened water through a main feeder from the MWD La Verne plant. However, Crooke warned by the 1970's other entities will be taking their entitlement of MWD water (they aren't now) and Orange County will be able to purchase only around 95,000 acre-feet a year—not nearly enough to do the job. That's why Crooke and OCWD directors are using every possible means at their command to keep water pouring underground, it was pointed out. The speaker staggered the imagination of the assemblage by declaring OCWD imports enough water every day to supply 1,100 homes for a year. He said approximately 2-5ths of this county's ground-water replenishment comes from imported water. That would take many years—maybe two generations. By that time, it is reasoned, Northern California water could be made available to the Southland. The history of water in Orange County was traced back to 1920. Crooke revealed Fullerton, Santa Ana and Anaheim—original members of MWD—helped in the formation of the Boulder Dam Association. It eventually pressed the federal government into building the Hoover Dam to control flood waters and provide conservation. The dam was built with MWD money, but now is owned by the government.
