UTT By Your Congressman The present version of the federal aid to education act has come out of Committee and will be scheduled for House debate shortly. It is considerably less violent than the Murray-Metcalf Bill, which failed to pass last year and was buried in the Rules Committee, but nevertheless just as deadly. The present legislation under consideration is a school construction assistance act, and does not include teachers' salaries or other collateral subjects. However, it would be the opening wedge for all-out federal control of our educational system. Committee testimony developed the fact that out of the 40,000 school districts in he United States there are only 237 which have reached their bonding limits and are unable to finance their needs. This is a little over one-half of one percent. Nevertheless, we propose to tax the American people an additional billion dollars to give some money to the other 39 would contribute in in taxes about $100 million and receive back about $76 million. In other words that State of California would be paying more than $20 million for the privilege of letting Uncle Sam collect this money and return a portion to us. There is a disclaimer in the bill giving assurance against federal interference or control of personnel curriculum location and d Industrialists Tell Why Plants Come To County County industrialists recently told of factors causing their companies to locate in Orange County. Occasion was a joint meeting of the Industrial Committees of the Los Angeles Chamber of Commerce and the Associated Chambers of Commerce of Orange County held in Los Angeles April 5. About 130 attended the luncheon meeting. The Associated Chambers Industrial Committee had been invited to present the program before their counterpart in Los Angeles on the subject "Orange County's Role in Southern California's Industrial Development." Orange County's favorable labor market was mentioned as an important determining factor by both Clarence C. Donovan, manager of Industrial Relations of Aeronutronic, a division of the Ford Motor Company, and Robert A. Daily, general manager of the Delco-Remy Division of General Motors. Other determining factors were closeness of the Los Angeles metropolitan area, above average county and community environments, friendliness of the people, the ease with which good community relations could be established through county and community civic participation and, in the case of Aeronutronic, the procuring of a favorable federal disbursement rating. Pearson Speaks Also on the program was Chas. A. Pearson, president of the Associated Chambers who introduced the Orange Countians, Fred Clatworthy, general manager of the organization, who outlined its contributions to county development, and Dick Taylor, Division Manager, Pacific Telephone and Telegraph Company, who told of the impact of our explosive growth and outlined possible future county growth. Howard Crooke, Secretary-Manager of the Orange County Water District outlined the past and future importance of water to the economy. Clyde Cromer was in charge of arrangements and Bob Chambers product displays. The joint meeting of the two county-wide industrial committees marked a step in promoting inter-county relations between the two country-wide organizations. About 30 members of Associated Industrial Committee attended the meeting. G.I. Loans Busy GI loan activity declined during January in all categories Mort Webster, Manager of VA's Southern California Regional Office, reported today. Ther were 1,408 applications for home loan guaranty received during January compared with 1,845 received during December, 1959. January GI starts were 459 compared to 720 in December and appraisal requests for existing units were 133 in January compared to 226 in December. Appraisal requests for proposed units were down from 1,844 in December to 1,415 in January. That is federal control in its purest essence, even though it single area. Note the word "financed IN WHOLE OR IN PART under this Act." In other words, if $1 of federal money found its way into a $10 million project in California, that $1 give federal control to the entire project. There is no provision for immediate matching of funds to the district. The rapid growth of the grant-in-aid to the states over the last several years is leading to complete federal control by bureaucrats in Washington. I will cite one outstanding example of unemployment compensation. The started out under the progress states like California, and the federal government undertook to collect and disburse the fund back to the states. I will use outstanding example employment compensation. This out under the progressive like California, and the government undertook to and disburse the funds to the states. With this contribution came the con-d the power of the Bureau employment Security. Year by year this federal bureau has urged the state unemployment compensation departments to liberalize and repeal the needs-test to a point where most states are simply puppets of the federal government and unemployment-compensation is being paid to convicted criminals who have embezzled their employers' money. It is also paid to strikers who are destroying the small employer, who is in fact financing his own destruction. It is paid to women who leave employment voluntarily, get married, and move to another state. It is also paid to people who reach automatic retirement at age 65 or 70, even though they may be drawing a company retirement, social security, and are not even looking for a job. In fact, the rules have become so liberal that it is hardly necessary for anyone to look for a new job until his unemployment compensation runs out. I believe it can be supported that 25 per cent of all unemployment compensation is paid contrary to the original concept of this law, and it is useless for an employer to take a case to court even though the employee was fired for cause, because the Bureau of Employment Security has demanded in the name of humanity, that these amounts be paid. This same pattern exists in practically every grant-in-aid program. The school construction bill is the beginning of a new highway to federal control of the educational system of America, the control of which belongs at the local level. It was a great pleasure to welcome the following recent visitors: Mrs. Mildred L. Macpherson, Encinatas; Mr. James King, Mr. Keith Welputt, Councilman Bob Brewer, Mayor A.
