Brown ‘Passing Buck’ In State’s Dope Problem County Republican Chairman C. Willard Key declared that Governor Brown is “passing the buck” in dealing with the state’s acute narcotic problem. “The Governor is now trying to get out of his responsibility for not calling a special session of the legislature to deal with the narcotic problem this year. It is an old bureaucratic trick to lay down a smoke screen and then blame the other fellow for the results. “PAT BROWN’S do nothing record in the field of narcotics is nine years old. As Attorney General he had many opportunities to help stem the traffic in living death. As Governor he has had an opportunity to present to two sessions of the legislature a positive, hard hitting program aimed at solving the serious narcotic evil in California. Again his record is clear—he has done nothing. “Actions speak louder than words and I am confident that the people of Orange County will not be fooled by his sudden public appeal to President Eisenhower for the Federal Government to act in the narcotic field. For the Governor’s information the Federal Government has already acted. “If THE CALIFORNIA penalties were made as tough as those at the federal level, the problem would be greatly reduced in our state. A man getting thirty years under federal law gets about eighteen months under the revolving door of the Governor’s Adult Authority. “Certainly the Federal Government must play an important roll in stamping out the narcotic traffic throughout the United States. Bu, as long as California has weak and ineffective enforcement legislation, the people of our state are going to bear the largest burden—a burden which could be lightened if the Governor would only take real action and stop trying to fool us with fancy proclamations and letters to Washington.” Aerial Display At S.A. Bank Ross Dietrich, manager of the Santa Ana office of United States National Bank, today announced that he will have a display of modern aircraft in the bank lobby for the next two weeks. Built by the bank staff especially for this display, the array of aircraft includes actual scale models developed by the plane and missile manufacturers. Convair Division of General Dynamics Corporation supplied the bank with a Convair 80 jet transport, an F-102 supersonic interceptor and an Atlas Inter-Continental Ballistic Missile. An experimental “Firebee” and a Ryan “Vertijet” are also featured in the unit. Douglas Aircraft of Long Beach selected their DC-8 Jetliner for viewers to see. Dietrich also stated that other craft will be added as the manufacturers can obtain scale models. The Commission said extensions of Dyke's system had been made by Dyke "pursuant to agreements which are unlawful." "The Commission would be derelict in its duty of protecting the public interest if it were to countenance any continuation of these unlawful and imprudent practices or permit the burdening of utility customers with added costs attributable to such improper practices," the decision stated. Dyke Water also was ordered to carry out certain recommendations made by Commission staff engineers for improvement of service.
