AT WORK YOUR LEGISLATOR JOHN A. MURDY, JR. State Senator A really varied menu of legislative topics, digestible or otherwise, is being put before us in the special session which is going on at the same time as our budget meeting. So far, a total of eighteen items have been marked for inclusion in the call, and others are still being suggested. Our deliberations have already been whipped into quite a froth by the hotly controversial issue of capital punishment. But even as you read this, it may have already been settled one way or the other. We have already taken one action at this special session on Squaw Valley. Early in February we appropriated a $1 million emergency fund for the Winter Olympics. Now we understand that we must consider and decide the future of permanent facilities at the Valley. A third major item is reorganization of higher education. After months of work, a master plan has been developed by a liaison committee of representatives of all kinds of publicly supported institutions of higher education. This plan would set up a separate board for the state colleges, would enable them to grant some kinds A third major item is reorganization of higher education. This plan would set up a separate board for the state colleges, would enable them to grant some kinds of doctoral degrees, and would provide for issuance of joint degrees with the University. The plan also recommends raising entrance requirements to all state higher institutions. Several separate bills may be needed for this whole program in this field. Still another matter is smog control. Legislation proposed on this topic would call for a local option type of administration. Counties adopting such requirements could demand installation of anti-smog devires, certified as effective by the State, on various classes of vehicles. Continuation of state protection for employee's health, welfare and pension systems is also on the agenda. Due to expire in a few months, the state law which provides this safeguard may also be applied to funds controlled by employers as well as those administered by unions. Other proposed legislation up for consideration at our special session relates to motor vehicles. Amendments to vehicle registration procedures, to laws regulating vehicle parking, and to those concerning removal of illegally parked cars from highways and public property, all fall in this category. Newspapers have given much space to the trials given "pedestrian malls" in downtown areas of various cities. Minor legal difficulties concerning them have arisen here in California, so one of the items on our agenda would permit closing of city streets to vehicular traffic so such malls can be developed. Other items brought before our special session for consideration illustrate the breadth of legislation. The constitutionality of appropriation laws for claims against the State is one. State Bar annual dues is another. Correction of the Judges' Retirement law, a third. Duties of the Law Revision Commission, a fourth. Local hospital districts, public library districts, and boards of supervisors are affected by still other proposals. A new law relating to testing the juice of fresh grapes is an interesting proposal. Emergency fire fighting funds, cancellation of property taxes on churches, colleges, and orphanages, and validation of acts of local agencies are all also included in our work list. It certainly seems as though our special session will be a busy, and perhaps a lengthy one. Other items of great importance are being considered for inclusion in it, so our pile of work may mount still higher. EASILY WORKED Although practically indestructible under normal use, ceramic tile is easily worked for small repair jobs around the home. It can be divided by scoring with an ordinary glass cutter and breaking over a finishing nail. For irregular shapes, pliers or nippers are used and the edges than smoothed with a carborundum stone.
