B6 - Anaheim Gazette Anaheim, Calif., Friday, Jan. 29, 1950 Medic Says More Countians Ill in 1959 Than Last Year; Polio Up The health of Orange County citizens took a turn for the worse in 1959, but, of course, there were more people to get ill. Orange County Medical Officer Dr. E. L. Russell reported that there was a 41 per cent increase in communicable diseases in the county during 1959. He said 18,801 cases of communicable diseases were reported to his office during the 12-month period as compared to 14,039 for 1958. Despite the jump in population, Kuchel Proposes U.S. Monument to Mexican Freedom Senator Thomas H. Kuchel of California with four co-sponsors has introduced a bill authorizing presentation of a monument by the United States commemorating the independence of Mexico 150 years ago next September. Joining the California Senator in the good-neighbor move was he said, the percentage of illness was up to 29.5 per 1,000 residents, six cases higher than the 1958 figure. The medical authority said some of the increase could be attributed to improved methods in identifying ailments such as streptococcal infections. Increasing urbanization tends to increase the rate of communicable diseases within a population. Dr. Russell noted that there was a sizeable increase in the number of polio cases. The rate of incidence of 23 was more than double the 11 cases diagnosed in 1958. The physician blamed public apathy toward poliomyelitis immunization and said that more than one-half of the 1959 cases were paralytic and that none of these unfortunate persons had had Salk anti-polio vaccine shots. Other public health setbacks during the year named by Dr. Russell included an outbreak of food poisoning at a Mexican national camp on the Irvine Ranch in May and mass outbreaks of dysentery in La Habra and at the II. The measure directs the Secretary of State to procure and present the monument on the occasion of the 150th celebration of Mexico's independence, September 10, 1960. -In urging this evidence of international good-will, Senator Kuchel told the Senate: "It is altogether fitting that the people of the United States should mark this important occasion in Mexico's history by a suitable monument erected in the beautiful capital city of Mexico. Through this symbolic object the people of Mexico and the American visitor will be reminded of the common bond that unites us with our great neighbor to the south. That bond is the quest for freedom!" Recalling outstanding events in Mexican history, the California Senator said the first "serious movement" to break away from Spain, initiated by Mikuel Hidalgo y Cotilla in 1810, lighted a "spark of freedom" which never was extinguished. After achieving independence, Mexico has made a "spectacular" record in promoting a better life for all of its people. Kuchel commented. He added that the proposed monument will "stand as a mute reminder of how long and how hard the road to freedom has been."
