MODERN You Can Have a County Budget Into Mill Feb. 23; Hearing Set Apr. 28 Orange county financial workers will get down to work Feb. 23 on the 1960-61 county government fiscal budget. That's a month ahead of the traditional starting date, according to County Finance Director E. O. Oxley. The present county general tax rate is $1.63, but supervisors aren't promising to hold the line there. Budget forms will be sent to all county departments on Feb. 23 and should be returned to the finance director's office by Mar. 7. SALARY hearings will be held April 4-15 and the supervisors will take action on salary proposals between May 1 and May 15. Finance Director Oxley said he will begin reviews of the various department budgets on March 8 and will have his recommendations ready for the supervisors on April 20. Adoption of the budget should be made May 25—almost two months ahead of the 1959 procedure. But, taxpayers, that's only what they're saying. County Schools Superintendent Linton Simmons estimates during the next three years that will be 100,000 students in county schools and 3,500 additional teachers on the job teaching them. SCHOOLS throughout the county will add 130 new schools about 3,500 acres, at a total of $50 million during the month period. All but six county school tricts, Simmons said, will have average daily attendance of students by 1963. The youths, all members of the North Orange County Boy Scout council, will fly to Denver by jet. The trip will take two hours. Ike's Budget Calls for Record County Federal Taxes This Year Orange Countjans will pay and pay into federal tax coffers during 1960. The California Taxpayers' association estimates that county residents will pay $371,898,000 in federal revenues on the basis of President Eisenhower's proposed budget. Only Los Angeles county ($3,-370,756,000) and Alameda county ($530,820,000) will exceed Orange county in federal revenue receipts, the CTA maintained. Statewide California will contribute $8,750,000,000 to the federal government. The CTA said the per capita-wise of the federal budget will be $569 for each and every one of the state's 14,343,000 persons. Arnold said, "we have noted President's proposal to apply surplus against the onerous billion federal debt. "We sympathize with proposal, and believe that sound plan to reduce the overdue, but it is only naït that, as taxpayers, we still forward to subsequent reductions in the equally onerous buildup of federal taxation." "As encouraging as this budget is in certain respect citizens should not become placent about the federal picture. Harmily there is the poet of a balanced budget with substantial surplus."
