Attorney General Mosk Forsees Changes In State Law Affecting Disputed Search, Seizure Proviso
Speaking before the Orange County Bar Association in the Gourmet Restaurant, Disneyland Hotel, Atty. Gen. Stanley Mosk predicted some modification in laws governing illegal search and seizure will be made at the next session of the State Legislature. These laws, he asserted, have hampered law enforcement methods.
The attorney general commented on the inability of law enforcement officers to use in court evidence supposedly illegally obtained. He expressed the opinion that he would never go along with opponents of the Cahan ruling who want the State Supreme Court ruling eliminated entirely. The Cahan case concerned a book making suspect in which evidence against him was obtained without a search warrant.
Mosk indicated he was in favor of some changes in the laws when he said, "I don't feel a man's car is his castle like his home is."
Cannot Stop Care
Officers cannot now stop automobiles without cause in the mere belief that a crime may have been committed. This has resulted in virtual elimination of roadblocks.

"Being a member of the Assembly or State Senate is no longer a part-time avocation," he said.
"It has become a year round occupation, with hearings, meetings, and study required between formal sessions of the State Capitol."
Assemblyman Richard Hanna, Orange County legislator and new chairman of the Assembly-Rules committee, has been advocating passage of the salary measure which will appear on the 1960 general election ballot.
Three New Sections
Mosk pointed out his office has been critical of some subterfuges indulged in by legislative bodies in the past, most recently in the granting of pensions to widows of legislators.

"By paying adequate compensation to our public servants, they will not have to indulge in any dubious practices involving expense accounts, travel allowances, pensions or the like," Mosk declared.
Mosk revealed that he has established three new positions.

HEARING Dec. 18
Two suspected bookies, linked to a million dollar Los Angeles-Orange County betting syndicate are scheduled to appear for preliminary hearing in Anaheim-Fullerton Municipal Court on Dec. 18 at 2 p.m.
Charles (Little Red) Angell, 48, of 204 N. Marie St., Fullerton, and Kenneth C. Billington, 48, of 1253 E. Elm St., Anaheim, both bartenders, were nabbed by Anaheim vice squad operatives in a cafe here last month.
Anaheim detectives were credited with an assist in smashing a vast illegal betting operation, which centered in the Los Angeles area in connection with the arrests of the two men.
Angell and Billington were accused by the Anaheim police with accepting bets on football contests throughout the nation. Betting cards confiscated by police from the two men were allegedly printed and distributed by a central operation in Los Angeles.
The pair has received several continuances in the setting of a date for preliminary hearing on the charges of illegal betting. Both are free on $1500 bail bond.

Two Companies Pay $2,112,661 In Taxes to County
Orange County is $2,112,661.82 richer this week as a result of tax payments from the Southern California Edison Company and Standard Oil Company of California.
A check for $1,592,402 from the Southern California Edison Company was presented to Orange County Tax Collector Don S. Mozley by J. A. Long, Edison district manager. Another payment on April 10 will bring Edison's contribution to Orange County to $3,184,808.66.
Collector Mozley was presented with the Standard Oil Company check of $520,259.82 by K. W. Kendrick, Los Angeles vice president for Standard. It represents the first half of the company's 1956-60 property tax bill of $1,-040,521.67.
Real Estate Loans Exceed Five Million
Orange County real estate loans from the western home office of Prudential Insurance Co., Los Angeles, totaled $5,071,205 in the first 10 months of this year, according to Otto Tronowsky, investment manager. County disbursements were divided with $4,321,205 for residential and $750,000 for commercial and industrial properties.
