Visitor to Russia Is Forum Speaker
Dr. Nelson Norman, Fullerton Junior College instructor and specialist in the political history of Russia, will be guest speaker on the Fullerton Public Forum program tonight at 7:30 o'clock in the Fullerton Union High School auditorium. Dr. Norman will speak on "The Soviet Picture Today."
Now in his second year at Fullerton Junior College, Dr. Norman toured Europe this past summer, spending several weeks in Russia. Since he speaks Russian fluently he was able to communicate with officials and the average "Man on the Street" effectively and brings a firsthand report of the Soviet Union today.
Fullerton Public Forum programs are sponsored by Fullerton Evening Junior College and are presented each Thursday evening during the school year except for the holiday seasons. All programs are open to the public without charge.

ALL INTERESTED PARTIES are invited to attend said HEARINGS and express opinions for or against the proposed amendments to Article IX, Chapter 2 of the Anaheim Municipal Code and a change of the boundaries of zones thereby established by removing the described properties from the zone or zones in which they are now situated and incorporating them in the zone or zones above mentioned.

Apprentices may be employed in conformity with Section 177.5 of the California Labor Code. The rates of per diem wages for each of the various classifications of work shall be the herein stated for payment rates or hourly wages multiplied by eight. Eight hours shall constitute a day a work, it being understood that in the event that workers are employed less than eight hours per day the per diem wage shall be that fraction of the per diem wage herein established that the number or hours of employment bears to eight hours.
The overtime rule establishing the rates of overtime and holiday work shall be in accordance with the following: Where a single shift is worked, eight hours of continuous employment, except for lunch periods, shall constitute a day's work beginning on Monday and continuing through Friday each week. Work is required to exceed of eight hours during a day during the interval of time from 5:00 o'clock P.M. Friday and 12:00 o'clock midnight Saturday, such work shall be paid for at the minimum rate of one and one-half times the basic rate of wages, and on Sundays and holidays such work shall be paid for at the minimum rate of double the basic rate of wages, except as otherwise provided in the A.G.C., B.C.A., H.B.L., E.G.C.A., A.F.L.-C.I.O., Southern California Master Labor Agreement. Holidays as herein referred to shall be deemed to be New Year's Day, Decoration Day, Independence Day, Labor Day, Veterans Day, Thanksgiving Day and Christmas Day. If any of the above mentioned holidays other than Labor Day and Thanksgiving Day falls on Sunday, the holiday shall be considered a legal holiday.
It shall be mandatory upon the contractor to whom the contract is awarded and upon any subcontractor under him to pay not less than the specified rates of wages to all laborers, workmen and mechanics employed by them in the execution of the contract. Each shall be made out on formation at the office of the City Clerk or the City Engineer of the City or Anaheim and shall be accompanied by a certified or dabber's check or bid bond for ten (10) per cent of the amount of the bid made payable to the City of Anaheim; and shall be sealed and delivered to the City Clerk at the City Hall of the City of Anaheim before no clock M. on the 3rd day of December 1959. Proposals will be opened in public by the City Clerk and the City Engineer. Sealed proposals shall be submitted in sealed envelopes and grown, manufactured or produced in the State of California. Each bid should be accompanied by a Non-collision Affidavit, copies of which may be obtained from the City Clerk. The successful bidder or bidders shall be required to enter into a contract with the City of Anaheim in manner and form approved by the Attorney of the City of Anaheim.
The City Council reserves the right to reject any and all bids or to waive any informality to the extent permitted by law, and reserves the further right to make an award to the lowest responsible bidder found and determined to serve the best interest city order of the City Council of the City of Anaheim, California.
