Utt foresees Orange County as a metropolitan area of more than one million population in the next ten years. The Orange County representative and Anaheim resident expressed this belief before members and guests at a meeting of the Strategic Industries Association. Orange County Council, held in the Gourmet Restaurant, Disneyland Hotel. Rep. Utt sees a natural movement of defense industries into Orange County, this already attracting some of the nation's finest engineers and scientists. He commented on the fact that the rapid growth of areas like Orange County has led some congressmen to support subsidies and grants for areas not growing so rapidly. These subsidies, he warned, would reestablish the village blacksmith and the ghost towns of California, both of which would, he said, cost more than their reestablishment could ever repay. The speaker, favored, instead, government providing a climate which insures proper business expansion under the free enterprise system. Commenting on the Strategic Industries Association, Rep. Utt said that he was "pleased to see that the association is building an organization with enough political muscle to influence legislation which will protect the rights of small business and the free enterprise system."
