Winchell, California High Patrol commander in the Anaheim area, not to turn their handlebars upward so that the grips are more than head-high. Commander Winchell says that this dangerous practice has spread rapidly in recent months "probably because the youngsters don't realize the hazard they create. We hope that they will voluntarily return their handlebars to the normal, safer positions before something tragic occurs." Commander Winchell explains that during safety programs conducted at the schools, bicycles with handlebars turned upward take up to 15 feet longer to stop than bikes with the bars where they belong.
