Somehow, not to needle Anaheim school authorities, there is a point well taken by a Phoenix architect for cutting costs of school construction. He doesn't say how much would be saved, but one thing is for sure—the school wouldn't have any frills. And frills are the target in almost every school construction hassle that comes up these days. The solution is simple — build the school underground. Just dig a larvae hole about 15 feet deep. This first must be done before apartments can be built unless the land already has been zoned R-3. In the month of June there were building permits issued for 343 living units for a total valuation of $3,162,350. Of that total 246 were apartment units. Reese, who for the past year has been concentrating on development of a master plan for the city, refers to Dr. Leo Grebler, chairman of the real estate research program at UCLA, for some reasons for the increase in Anaheim apartment construction. Reasons Given Grebler claims with land prices shooting up, builders get a bigger return on their investment by erecting apartment houses. Other reasons cited by the UCLA expert are that bachelors, working girls and widows, who formerly rented rooms, now have the income to live in apartments. He also cites increasing life span of married couples with grown children as another reason for increased need for apartments. Grebler says that in 1955 over 84 per cent of the "building starts" in the state were for single families. In 1958 that figure had decreased to 62 per Several apartment house owners are on record, stating that if their buildings have a 10 percent vacancy, they are in troubled financially and profit wise. Another rumor circulating that "professional renters" are being used to sell the apartment houses. This situation calls for builder hiring couples to fill the apartments he has for sale. He then has a "full house" when the prospective buyers appear in the scene. Cases on Record Several such cases are on record in Anaheim-Fullerton municipality in recent months. Despite these facts, however residents don't apparently object to apartments as such. The main concern of homeowners seems to be, if apartment houses are allowed, they should be all on story. The most obvious place for apartments has been abutting new or already-in-operation commercial developments. Many shopping centers are proposed with apartment houses in the plan. This gives the developer a sort of "built in purchasing power." Councilmen aware of the problem of two-story buildings adjacent to R-1 homes have held a "transition" policy. They will allow R-3 two-story next to the commercial development, but insist on one-story multiple dwellings abutting residential property. You Guessed It! Heading the traffic force for the city of Anaheim is Lt. A Rogers. He is under the direct command of Capt. Russell Hammlyn who is chief of the patrol and traffic units. Together the traffic force, which actually started as special division in 1956, has 16 full-time personnel. Clock Meter Besides the special radar car, which is the most defined means yet of clocking a speeder, the force is the only one on the west coast making use of another special device. This is a speedometer mounted on the top of one of traffic units. It registers the car's speed and is visible to all motorists. It immediately makes the average motorist conscious his speed. An easy measure of how busy traffic bureau can get is that 29 accidents investigated this past weekend. Not only do officers personally investigate every major accident, there is a hot of paper work and report filling out to do for every accident. Compue Violations Another practice adopted by the local traffic division is board run on a monthly basis computing the ratio between accidents and citations for an offense. The department estimates it needs at least 10 citations for every accident listed for that offense. Take his example: A motorcycle officer looks under the red-light violation column. There has been one accident so far this month. The number of citations issued for this offense is seen. While on patrol this area that day he watches for this type of offense. The board is broken up into areas so that office can more easily use this method also in adopted by the California Highway Patrol. The next time McCormack came was in 1938. He has been a city resident ever since. He won the car for $6 worth of raffle tickets at a county fair. Actually McCormack owns another auto. But with only 13,000 miles on the 1949 Ford, you can see that he has given the older automobile quite a bit of use. The 1928 model has 85,000 miles and McCormack looks for many more years of use. McCormack, now partially crippled with a hip ailment, is still able to get around. His biggest complaint is the rising cost of taxes and the residential boom which he claims is crowding his land. Another problem which McCormack faces is getting water for his willing orange grove. He explains his pump, used to irrigate the grove, is out of order. Water officials claim the cost of restoring the pump, which now only services McCormack, is nearly prohibitive. MAYOR HEBPS But McCormack has taken his problem to Mayor A. J. Schutte. The mayor has promised McCor mack will get the necessary water he needs once a month to irrigate his trees. Meanwhile, McCormack is faced with having to find a rest home for his wife. He sits and talks calmly about "Effie." Mrs. McCormack is his second wife. He outlived his first by many years. "After I came to California I started writing back home. Effie was a neighbor and had been a friend. After her husband died, our correspondence increased," the old-timer explains. LIKED CALIFORNIA He said she desired to come to California and run a boarding house to make a living. "I told her if she came out here and married me she would only have to look after one boarder," he laughingly says. Today McCormack has plenty of spare time to think about the past. He sits on his side porch, looking out over his orange trees, now crowded by many homes and thinks about the full life he has lived. Somehow you can't help but think how lonely the man is.
