SAN FRANCISCO — Army PFC Robert L. Livingston, 23, son of Mr. and Mrs. William E. Livingston, 825 W. La Palma Ave., Anaheim, recently received a letter of commendation while assigned to Sixth U. S. Army's Headquarters Company at the Presidio of San Francisco.
Livingston was commended for his voluntary subjection to various medical tests at the Army Chemical Warfare Laboratories in Maryland.
He completed basic training at Fort Ord. A 1956 graduate of Fullerton Junior College, Livingston worked for the Orange County Flood Control District in Santa Ana before entering the Army in March 1958.

That workmen are employed less than eight hours per day, the per diem wage shall be that fraction of the per diem wage here established that the number of hours employment be required hours.
The working rule establishing the rates of overtime and holiday work shall be in accordance with the following: Where a single shift is worked, eight hours of continuous employment, except for lunch periods, shall constitute a days' work beginning on Monday and continuing through Friday each week. Where work is required in excess of eight hours in any one day or during the interval of time from 5:00 o'clock P.M. Friday and 12:00 o'clock midnight Saturday, such work shall be paid for at the minimum rate of one and half times the basic rate of wages, and on Sundays and holidays such work shall be paid for at the minimum rate of double the basic rate of wages, except as otherwise provided in the May, 1955, revision of the A.G.C., B.C.A., H.B.L., E.G.C.A., A.P.L.-C.I.O., Southern California Master Labor Agreement.
Holidays as herein referred to shall be deemed to be New Year's Day, Decoration Day, Independence Day, Labor Day, Veteran's Day, Thanksgiving Day and Christmas Day if any of the above mentioned labor Days and Thanksgiving Days falls on Sunday, the following Monday shall be considered a legal holiday.
It shall be mandatory upon the contractor to whom the contract is awarded and upon any subcontractor under him to pay not less than the specified rates of wages to all laborers, workmen and mechanics employed by them in the execution of the contract.
Each bid shall be made out on a form to be obtained at the office of the City of Anaheim and shall be accompanied by a certified or cashier's check or bid bond for ten (10%) per cent of the amount of the bid, made payable to the City of Anaheim, and shall be sealed and delivered to the City Clerk at the City Hall of the City of Anaheim before 2:00 o'clock P.M. on the 9th day of April, 1955, at which time selections will be applied by the City Clerk and the City Engineer. Sealed proposals shall be submitted in sealed envelopes and marked in the upper left hand corner "Sealed proposals for construction of a 12 KY Substation on Gilbert Street, south of Crescent Avenue, Work Order No. 2602," together with the name and address of the bidder. The above mentioned checks should be made payable to the bidder will enter into a contract, if awarded to him, and will be declared forfeited if the successful bidder refuses to enter into said contract after being requested to do so by the City of Anaheim. Such contract shall be entered into within fifteen (15) days after receipt by said contractor of notice of awarding of the contract and extended by the City of Anaheim.
Each bid must specify the name and location of the mill, shop or office of each subcontractor who will perform work or labor or render outgined of the performance of the contract and to furnish it with comprehensive public liability insurance not less than 12,000,000 for injuries including accidental death of any person, $1,000,000 on account of any one accident, and property damage insurance in an amount not less than $1,000,000. Compensation and employer's liability insurance shall be maintained during the life of the contract without cost on behalf of all employees on the project. The contractor shall be responsible that all employees of subcontractors are protected by such insurance. Such insurance shall be furnished by companies satisfactory to the City and subject to the approval of the City Attorney as to form and sufficiency.
The successful bidder and any subcontractor and contractors employed by him in the performance of sold public improvement will be required to use only such manufactured articles, materials and supplies as have been mined or produced in the United States, and only such manufactured articles, materials and supplies as have been mined or produced in the United States substantially all from articles, materials and supplies mined, produced or manufactured, as the case may be, in the United States pursuant to the provisions of Section 4300 to 4505, both inclusive, of the Government Code of the State of California.
Attendance to the provisions of Sections 4330 and 4331 of the Government Code of the State of California, and price, fitness and quality being equal, the successful bidder and any subcontractors or contractors employed by him to do any part of the work on the above described public improvement shall be required to prefer supplies grown manufacture that satisfies California and next to prefer supplies partially grown manufactured or produced in the State of California.
Each bid shall be accompanied by a Non-collusion Affidavit, copies of which may be obtained from the City Clerk.
The successful bidder shall be required to enter into a contract with the City Attorney in the manner and form approved by the City Attorney of the City of Anaheim.
The City Council reserves the right to reject any and all bids or to waive any informality to law, and reserves further right to make an award to the lowest responsible bidder and determined serve the best interests of the City of Anaheim.
