Captain F. E. Winchell, commander of the California Highway Patrol's Anaheim area, declared today. "Our officers already are reporting they have stopped motorists for speeding only to have the motorists protest that they were not exceeding 'the new 65 mile an hour limit.'" Captain Winchell continued. "They even act offended when the officers explain that the new law is not yet in effect and won't be until the first of next year." The local CHP commander said the patrol approves the new law because of the favorable effect it is expected to have in regard to traffic law enforcement and high-carriage. CARIBBEAN — Sidney B. Smith, engineman first class, USN, son of Mr. and Mrs. Sidney F. Smith of 913 S. Palm, Anaheim, is serving aboard the Atlantic Fleet submarine USS Conger which is operating in the Caribbean Sea. The Conger's training in the Caribbean, termed "Operation Springboard," began on Jan. 9 and will end late in March. This operation consists of individual ship training, taking advantage of good weather to bring crew members up to top fighting efficiency. The submarine will visit the Virgin Islands, Puerto Rico and the Dominican Republic before returning to its home port of New London, Conn. "The severity of accidents increases greatly at speeds in excess of 65 miles an hour, and by cutting down on the comparatively few drivers who habitually exceed that figure, we believe we will be able to reduce the death toll on our highways."
