"Skynet," formed of vessels of the U.S. First Fleet and several units of the Naval Reserve, was divided into two teams: the "Blue" defenses and the "Purple" aggressors. The Blue surface and air forces were seeking to prevent the Purple force submarines from breaking through a 600-mile seaward barrier off the coast. The exercise was conducted under the operational control of Vice Admiral R. E. Libby, the Commander of the First Fleet. WESTERN PACIFIC—Donald L.
