The major improvements listed include dozens of instances of longer window hours as well as large-scale improvements in collections and dispatches of mail. The improvements are a result of a directive from Postmaster General Arthur E. Summerfield. The directive stated, in part, that post masters all over the nation should make immediate surveys covering their window services, street letter collection services, and so forth, to determine where improvements were needed.
