More and More Good Business News
There is something close to a flood tide of good business news becoming available day after day. Last week we discussed the prospect of business investment in plant and equipment turning upward in the fourth quarter of this year (which is much earlier than had been expected), the declining rate of inventory liquidation, and the new evidence that the Federal Reserve Board is convinced that the upturn is so strong that higher interest rates will not stop it. All of these are of basic importance and to them there now needs to be added other developments.
Perhaps the most important of these new developments is the fact that the Federal Reserve Board index of production in August made its fourth consecutive monthly increase. This index measures physical quantities, which means that it is not influenced by price changes, and uses 1947-49 as equal to 100. For August the index was 137, three points above the revised figure for July. For August last year, which was the month before the recession started, the index was 145. From that level it started a decline which carried to 126 for last April. Currently, therefore, we have recovered a little more than half of the lost ground.
This improvement has been pretty much across the board. Durable goods production, which has been the great laggard, has moved upward sharply, and non-durable production has continued its recent rise. Mineral production also has strengthened. On an industry by industry basis, the

This improvement has been pretty much across the board. Durable goods production, which has been the great laggard, has moved upward sharply, and non-durable production has continued its recent rise. On an industry by industry basis, the Board said steel production had increased more than seasonably, coal and crude oil production had risen by more than 5 per cent, and most other industries had shown betterment.
Housing starts again moved up in August. The figure on an annual basis was 1,170,000. This is only 10,000 above the July level, but it is the highest since January, 1956. The total from January through August was 8 per cent above the same period last year. This was the sixth consecutive monthly increase in this field.
It now appears evident that we shall have at least 1.1 million private housing starts this year, and it will be closer to 1.2 million. That is a good year. Total construction continues to make new high records as a result of public activity in this field.
We also now have the official revised budget figures for this fiscal year. It had been hoped, and rather widely assumed, that with business on the upgrade the estimated deficit would be somewhat below $12 billion. Actually the revised figure is $12.2 billion. Last January, when the 1959 Budget was submitted, it was estimated that there would be a half billion dollar surplus. Even at the time that was considered too optimistic, and since then the deficit figure has been going up and up.
The great change, according to the Budget Director, has been about 60 per cent because of a drop in receipts, about 40 per cent because of an increase in expenditures. Receipts are now estimated at $7.4 billion below the figure of last January. Expenditures are estimated to be $5.3 billion higher.
In more detail on the revenue side, it is estimated that individual income taxes will be $36 billion, which is $2.5 billion below the January figure but $1.3 above 1958 collections. Corporate income taxes are estimated at $16.7 billion, as compared with $20.4 in January and $20.1 in 1958. The reason for the increase in personal income taxes while corporate income taxes decline, is that personal taxes are paid during the year the income is earned while corporate taxes are paid the following year. In other words, the revised estimates reflect the fact that personal income has risen to a

The largest increase in spending is for agriculture. It is the result of record breaking crops and larger than expected participation in the soil bank. The next largest increase is in connection with housing, then comes the Department of Defense, the Post Office, and unemployment benefits and services. There are numerous other increases but each of them is less than half a billion dollars.
This revised budget is a rather sour note, but in spite of it there no longer is any question that business is on the upgrade. If the public gives a good reception to the 1959 automobiles it will mean that we are on our way to further prosperity.
LESLIE NUBER
Leslie Nuber, 46, a native of Hungary and a resident of Anaheim for 18 months living at 903 W. Center Street, died Thursday morning at the Orange County hospital as a result of an accident at S. Spadra and Orangethorpe, Oct. 4. He was an employee of the Pick-A-Rib cafe.
He leaves his wife Piroska Kovacs of Hungary, son Leslie Jr. of Anaheim, daughter, Piroska Kovacs; a brother, Joseph Nuber and a sister, Miss Anastazia Nuber, both of Anaheim; mother, Tere's Nuber of Budapest and four sisters and two brothers in Hungary. There was a recitation of the Holy Rosary Friday evening in the Hilgenfeld Mortuary and Chapel with Mass at St. Boniface Catholic Church, Saturday. Interment was in the All Souls cemetery, Long Beach.

liability insurance in an amount of $50,000.00 for any one accident and damage insurance in an amount of $10,000.00 for any one accident. Compensation and liability insurance shall be required during the life of the contractor or project. The contractor shall be able that all employees of contractors are protected by such insurance. Such insurance shall be issued by the companies satisfied to the City and subject to the provisions of Sec. 4330 to 4305, both inclusive, of Government Code of the State of California.
Successful bidder and any subcontractor and contractors employed in the performance or sale or any part of the work of said improvement will be required only such manufactured materials and supplies as been mined or produced in the States, and only such manufactured articles, materials and supplies have been manufactured in United States substantially all articles, materials and supplies produced on manufacture, as may be in the United States except to the provisions of Sec. 4330 to 4305, both inclusive, of Government Code of the State of California.
A bid shall be accompanied by collusion Affidavit, copies of which may be obtained from the City Council reserves the right to enter into a concur with the City of Anaheim in manner and form approved by City Attorney of the City of Anaheim.
City Council reserves the right to direct any and all bids or to any informality to the extent permitted by law, and reserves the right to make an award to lowest responsible bidder found determined to serve the best interests of the City of Anaheim.
