Livingston; one of forty non-commission officers stationed at the office of San Francisco, Calif., who last week completed extensive 35-hour training in Chemical-Biological-Radical (CBR) Warfare, to be as members of monitorable to evaluate emergency actions in the event of an attack. The main emphasis of the training was on radiological aspects of warfare. Instructors of the 50th Chemical Platoon, Ord, California, and staff members of the Presidio Chemical Section supervised the course. The group was divided into two-man teams, each equipped with a jeep two-way radio and various detection devices. The teams were required to go out to designated areas to measure the intensity of suspected radiation and report back to the area commander. The use of helicopters for air monitoring were among the techniques demonstrated. Upon completion of the course each student had to pass a comprehensive examination before qualifying as a member of a monitor team. Pvt. Livingston is the son of Mr. and Mrs. William E. Livingston of 825 W. La Palma Ave., Anaheim. He is a 1953 graduate of Anaheim Union High School, and is assigned to the Presidio as a draftsman with the chemical section. 19½ Million A Year Insurance Benefits In Orange County Old-age, survivors, and disability insurance benefits are being paid in Orange County at the rate of over 19½ million dollars a year, according to Ralph A. Dillman, manager of the Santa Ana Social Security District Office. 34 Per Cent Increase “This is an increase of about 34% over last year,” he said. “Our studies have shown that many of these aged people, widows, and orphans have little or no other resources,” he pointed out. “For something like 9% of these people the only cash income they have is from Social Security payments.” He also stressed that while benefits are intended primarily as basis for individual economic security, the payment of social security benefits at the rate $19,525,60 a year in Orlando County helps business generals because most of the money spent immediately on food, clothing, and other necessities. “This is especially important in a time of economic recession,” he said. “Social Security benefits are being paid nationally at a rate of more than 8 billion dollars annually.” Family Maximum is $200 Payments to a retired woman average about $65 per month. Dillman said. The average age of a widow with two young children is $145. The maximum payout for a retired couple is $162.8 month, and the maximum family is $200. “There were several reasons for the increase in benefits last year,” Dillman said.
