Washington REPORT
By Your Congressman
JAMES B. UTT
Recently I recounted my visit to Cape Canaveral in Florida, which is the missile testing center. The following week-end I went for an over-night trip on the USS Seawolf, which is an atomic-powered submarine based at New London, Connecticut, the only submarine base on the continental United States. Here are located the submarine construction shipyards operated by the Electric Boat Division of General Dynamics. The Seawolf has been in operation for 18 months, and it will be another 18 months before it has to refuel. It can stay submerged, indefinitely, any diesel-powered vehicle to surface regularly, charge its batteries, breathing engine can be interrupted due to exhaust and when submerged, national submarine must led entirely by electricity. While Russia has several submarines, it does not single atomic-powered to the best of our knowl that their submarine will easily reaching obsolete.
We were submerged to 700 feet in depth than eight hours, and that of the SONAR picked up the signal of submarine, we could be absent without leave days while they were down. Luckily, none up, and we returned to don the next day.

submerged, indefinitely, whereas any diesel-powered submarine has to surface regularly to recharge its batteries. No air-breathing engine can operate submerged due to exhaust problems, and when submerged, a conventional submarine must be propelled entirely by electric batteries. While Russia has several hundred submarines, it does not have a single atomic-powered submarine to the best of our knowledge, so that their submarine fleet is rapidly reaching obsolescence.
We were submerged from 200 to 700 feet in depth, for more than eight hours, and were told that of the SONAR equipment picked up the signal of a Russian submarine, we could expect to be absent without leave for many days while they were tracking it down. Luckily, none was picked up, and we returned to New London the next day.
The Seawolf is powered by a sodium atomic reactor, while the Nautilus has a water-type atomic reactor. Some trouble with a super-heating apparatus developed, so they are bypassing this stage. This causes some reduction in the efficiency of the operation, but it is still more efficient than the water-type reactor in that the circulation of the fluid is done magnetically rather than with pumps. The submarine is driven by steam turbines and is capable of exceedingly high speed under water. It is very maneuverable, and can submerge and surface at about a 45° angle. There was a complement of about 75 men and officers, together with more than 40 trainees in preparation for additional submarine crews. It is equipped with very sensitive of intake and exhaust, so that to charge their batteries for a few hours with nothing more than a small pipe showing above the surface. Prior to the use of the "snorkel" it was necessary to completely surface, and their presence was picked up by radar and they were immediately vulnerable to attack. The Seawolf can travel to Europe and back completely submerged, or it can go under the polar ice cap from the Atlantic to the Pacific Ocean in the dead of winter. It is being equipped with missiles that can be fired from deep below the surface into the air, and which will automatically seek out their targets as they drop back into the ocean. The submarine fleet of the future will be a very important branch of our service in the defense of our country.
The training for submarine personnel is most rigorous. This includes not only mechanical operational maneuvers, but also escape training. Every man has to practice being released in a tank of water 100 feet deep, where the pressure is about 50 pounds per square inch, and come to the surface. When the lungs are filled with air under 50 pounds pressure, the volume of air so far exceeds the lung capacity at the surface, that the man must exhaust this air rapidly on his way to the surface, otherwise his whole body would explode. I have great respect for the men in our submarine fleet.
America's first submarine was the Turtle which was built in Connecticut and operated for a short time in the Revolutionary War.

the circulation of the fluid is done magnetically rather than with pumps. The submarine is driven by steam turbines and is capable of exceedingly high speed under water. It is very maneuverable, and can submerge and surface at about a 45° angle. There was a complement of about 75 men and officers, together with more than 40 trainees in preparation for additional submarine crews. It is equipped with very sensitive SONAR devices which continuously chart the bed of the ocean, indicating the smallest rise or depression in the sea bed. These SONAR devices, like a radar, pick up the slightest vibrations coming through the water for hundreds of miles. These vibrations are amplified thousands of times in order to be plotted on the chart. These charts are interpreted by experts, and they can tell whether the noise is picked up from a merchant ship, a battle ship, or a submarine.
Three days before we made this trip the Seawolf was on maneuvers and picked up the vibrations of a Russian submarine, and spent some time tracking it, but it moved far out into the Atlantic. They can tell when a Russian submarine "snorkels", which means that it has come close to the surface without surfacing, and has raised a periscope-type they can run their diesel engines
the enemy:
COMMON CUTWORMS ARE STOUT, SMOOTH, CYLINDRICAL CATERPILLARS; GRAY OR BROWN IN COLOR, SOMETIMES SPOTTED OR STRIPED. THEY ARE THE YOUNG OF NIGHT-FLYING MOTHS, CAN BE FOUND IN SOIL NEAR ATTACKED PLANTS.
the attack:
CUTWORMS GO AFTER NEARLY ALL PLANTS--VEGETABLES, ORNAMENTALS, FRUITS. MOST DAMAGE IS DOKE IN SPRING, EARLY SUMMER. SOME CUT PLANTS OFF NEAR OR JUST BELOW THE GROUND; OTHERS BAT BUDS, LEAVES, FRUITS; STILL OTHER'S FEED ONLY ON ROOTS, UNDERGROUND STEMS. MOST CUTWORMS FEED AT NIGHT OR ON CLOUDY DAYS, SHELTER IN THE SOIL OTHER TIMES.
man's counterattack:
USE POISON-BRAN BAIT IN THE EVENING. APPLY DIELDRIN (GRANULES OR SPRAY), BROADCAST TREATMENT. AT THE DOSAGE STATED ON THE LABEL. DISK IN OR RAKE SOIL SURFACE LIGHTLY.
