Whether or not the water-logged jam which has tied your legislature in knots for the last several weeks will have been blasted loose by the time this appears in print cannot be foretold. Certainly, all hands, including the governor, have been heaving mightily at the deadlocking water issue, and something may have already come from their labors as you read this. Two and a half solid days of conferences between a large delegation from each house of the legislature and the governor demonstrated that your legislators are fully aware of the grave responsibility laid on them to work out an equitable solution to the water problem. Slowly, and sometimes acrimoniously, there was forged in these days of conferring what many representatives from both ends of the state believe the basis for acceptable water legislation. But to make absolutely sure that some action on the budget be completed as soon as possible, a second line was also developed for action in case the first one was wrecked by the irreconcilables. One thing now appears certain. That is, that we will still be in session during the week in which you read this. Much still remains to be done on the 50 items on the agenda of the first special session. Bills relating to about a third of these items passed both houses, and many of them are now law. Others progressed steadily through the legislative mills. Our success in this respect was practically the only compensation we got to offset the stalemate on water. Despite our eagerness to get home to our various districts, there have been disquieting rumors that the fourth compromise committee may not be able to reach agreement on the budget, even if amended in accordance with suggestions worked out in the conferences with the governor. If no agreement is reached, and the committee members report no further possibility of one, under our rules it will be necessary to appoint a fifth compromise group, and the wrangling could go on for weeks more. One thing is dead certain. That is, your legislature will have to pass a budget bill before June 30 so your state government can continue to operate after that date.
