Weed Snack Bar Useful, Attractive An eating bar is becoming a popular feature of the modern home for several very good reasons. It can be a step-saver and a space-saver because it is usually located closer to the food preparation area than a dining room and takes up much less square footage. Frequently a snack bar can be made to give additional use to a wall between a kitchen and dining room or a kitchen and family room. A snack bar helps to create the informal atmosphere that is a part of today's living. With the emphasis on informality and warmth, woods of the western pine region are becoming increasingly popular for the snack bar area. For the construction of the bar, the easy workability of the woods makes them great favorites with both the home craftsman and professional carpenter. They are suited for hand or power tools. Knotty or clear paneling of the western pine region is available in 10 species, each with its characteristic color, grain, and knot pattern. LAW IN ACTION THE FLEEING FELON The California Penal Code says that it is the governor's duty to have arrested and handed over to the executive authority of any other state death or imprisonment for more than a year. UTT Washington has had its annual Cherry Blossom Festival, but due to the cold winter and spring, the blossoms remained securely hidden in their sleeping bags. It is expected that they will be in full bloom by the middle of April. The President vetoed the farm "price freeze" bill. This is the first piece of legislation which he has vetoed this year. There will be an attempt to override his veto after the Easter recess, but it is my belief that it will not be overridden. I was very glad that he vetoed the bill in spite of the pressure by some of the farmers. The only way the farmer can really be helped is to remove government controls. It is interesting to note that cattle and hogs, which have never been under a price support nor an allotment, are selling in the open market at the highest figure on record. The stock producers have regulated their own production and have developed their own markets without federal interference, while cotton and wheat which have had the most federal interference, are in a very bad state of affairs. Not more than 18 months ago when hogs were $14 a hundred pounds, the Secretary of Agriculture was urged to set a government price support. This he refused to do. While the matter was under consideration many hog producers informed the Secretary of Agriculture that LAW IN ACTION THE FLEEING FELON The California Penal Code says that it is the governor's duty to have arrested and handed over to the executive authority of any other state "any person charged in that state with treason, felony, or other crime, who has fled from justice and is found" in California. Under the Uniform Criminal Extradition Act the written demand must claim that the accused was in the demanding state at the time of the crime, and that he fled afterwards. With the demand goes a copy of the indictment and any warrant issued, or judgment of conviction. If the demand is legally sufficient, the governor may sign a warrant of extradition or rendition. A California officer may arrest a fugitive without a warrant if he finds out that the fugitive has been charged in the courts of another state with a crime punishable by death or imprisonment for more than a year. Before being surrendered, the accused has certain rights: The right to be brought before a magistrate, and to be informed of the demand for his surrender, the crime of which he is accused, and of his right to legal counsel. He may ask the court for a writ of habeas corpus. The governor of the "asy-lum" state may not go into the accused's guilt or innocence but merely identifies the person held as being the person charged with the crime in the "demanding" state. If so, the governor orders his return to answer the charge, unless in his discretion the governor decides that "the interests of justice are best served" by denying extradition.
