Leo Harpin and Eileen, one of seven children AN OPEN LETTER TO ALL ANAHEIM CITIZENS REGARDING MY Platform Too often a platform is something a candidate uses in elections and mis-uses in office. My platform has been submitted to the members of the press, but, not being radical, it has not received "front page" position. I have been an accountant, I have audited many businesses and I would not make a single specific recommendation until after a careful audit. A smart lawyer would not prepare his plea until he has seen all the evidence and heard all the witnesses. In like manner any outsider looking in at Anaheim city government without all the facts at hand is not able to render a decision that is valid! It is true that we have some "Monday morning quarterbacks" but this kind of quarterbacking does not change the score as much as one single point! Under pressure candidates are apt to go off half-cocked and say things based on few facts and little truth! Also there are those candidates who propose a set of changes. They place their hopes of a better Anaheim in new tools and new techniques (in "charters" and "master plans"). The fallacy in this kind of "narrow-gauge thinking" is the same as the person who says: "If I had a million dollars; If I had a different wife; If I had his position; ad infinitum; I would be happiest man on earth." If a city's, or an individual's success, were based upon "tools and techniques" then all of us could be successful. Such is just simply not the truth! Anaheim's problems, and we have many, are not going to be solved simply by the adoption of "charters", "master-plans", "additional councilmen" or new "parking meters". Not that I am against these. The point is that the answers do not rest in things, but in people! Solutions will take men of ability, experience, and energy. It will take men of goodwill who will earnestly study, work and act on those measures designed for the greatest good for all . . . men who accept the job of representing 78,000 people as a sacred trust. It will take conscientious men who will spend (or save) your hard-earned money with extreme caution because it is a public trust. Notwithstanding the above, I can, however, give you my views at this time on a number of public problems in answer to the following set of questions. QUESTION: Should all citizens participate equally in the privileges of citizenship? ANSWER: Yes. All citizens should participate equally in the privileges of citizenship. QUESTION: What about the master plan? Is our city well planned? Is it a place that our children will choose to live in as we did? ANSWER: The healthy growth of a city is by plan, either a natural or a man-made pattern. The perfect plan is expandable but should not be deviated from. QUESTION: Is a variance a special prize awarded to that factor with the greatest influence? ANSWER: The variance is designed as a means of preventing hardship to home owners. It should be used sparingly so as to provide long-term protection for the majority of home owners. QUESTION: What about the master plan? Is our city well planned? Is it a place that our children will choose to live in as we did? ANSWER: The healthy growth of a city is by plan, either a natural or a man-made pattern. QUESTION: Are outside interests, commercial and industrial, being invited to the city on special terms that do not also apply equally to established merchants? ANSWER: I know of no instance where this is true. In a growing community, it is imperative that industry be invited so as to provide additional job opportunities and to add tax dollars. However, it is my firm conviction that charity begins at home. QUESTION: What about our schools, parks and recreational programs? ANSWER: Every effort should be made to provide schools, parks and recreational programs for new and expanding areas. It is my understanding that the city charges the subdivider $25 per lot sold and that this money is car-marked for parks. Also, it is my thought that until such time that the recreational program is provided in the outlying areas, that public transportation be made available to the children in those districts. QUESTION: What about taxes and assessments? ANSWER: In these times particularly it is important that the councilmen be extremely frugal with the tax dollar. Many of the assessments which I think you refer to are county assessments; they have nothing to do with the city council. My decisions as your future councilman will be based on a careful appraisal of the facts and a very real consideration of the best interests of all citizens involved. My decision will be made with a feeling of deep, personal humility mixed generously with an abundance of moral courage. Thank you.
