EDITORIALS
GOVERNMENT ECONOMY NEEDED
The Post Office Department is presently talking about raising the rates. When the first class rates went up 50 per cent we thought that should carry the bureau through any kind of an increase in costs; but apparently it is not considered sufficient.
While we were thinking of this and opening a pile of mail—most of it thrown away—we came to a big envelope, nine and one-half by twelve and one-half inches, that came by air mail, franked. In one corner was "Post Office Department, Washington 25 D.C., Official Business."
Inside that envelope were nine pages labelled "Address by L. Rohe Walter, special assistant to the Postmaster General, annual meeting of the American Stamp Dealers' Association Inc., New York: Dec. 16, 1957."
We started to throw this screed into the waste basket, but eventually saved it, just in case there is anyone in Newport Beach that would like to read the approximately 3000 words with which Mr. Rohe enlightened his hearers. There was this difference between us and his hearers — namely about 3000 miles.
It would have cost us 12 cents to have almailed that material to Washington. It did not cost Mr. Rohe anything. Under the franking stamp in one corner of the envelope is the statement "Penalty for private use to avoid payment of postage $800." We contend that Mr. Rohe owes the government of the United States—namely, you and me—$300 for each envelope he sent out, as there certainly could have been no other reason for him to have sent it except to have patted his ego on the head. It certainly is not official business.
We also contend if there was less of this kind of matter sent through the mails—franked—the postage rate could be put back to two cents.—Ben Reddick in the Newport Harbor News-Press.

Hanna Sits in Study of Court
Richard T. Hannibal. As man for the 75th Assembly district, plans to be present January 2nd meeting in New Jersey of the Joint Judiciary committee, which is currently ing court reorganization and of its study on the Administration of Justice in the State of California. Hearings of thistee held December 18 covered two topics:
1. The problems of bran superior Courts; and
2. The suggestion sponsors the Municipal Courts Council of a single trial court pthe state of California would merge the Municipal Superior Court systems. This plan, all of the judges be on a similar basis at the superior Court level, and the ent dual systems of clergy would also be merged into Tax Savings Possible.
From the hearings held Angeles in December, Hannibal he garnered the following clusions:
That the branch court of Los Angeles County had up more from a combination pride, prejudice, politics and than from proper planning all objective testimony in that the needs of Los County could be served properly and more efficiently the creation of five branch districts rather than the eleven, and with a greater tax dollars.

Anaheim will start on her second century as an incorporated city in 1958. She has made great progress and we are all proud to be a part of this wonderful community.
It is time, however, to take a searching look at ourselves and our city, decide where we are going in the years ahead and how best to reach our destination.
As we study the national economic and population trends, it is obvious that we are rapidly becoming one of the great marketing and industrial areas of the world. This rapid growth presents us with many problems but, also, provides great opportunities. Nineteen hundred fifty eight is a year of decision—there is no such thing as maintaining a "status quo"—we must take positive action to forge ahead or we will wither and die.
To maintain a sound, economic and business climate, we must give serious consideration to the personalities and habits of our citizens for these are the people who turn our economic wheels. We must make every effort to make our city one in which they can find their basic needs satisfied; this will require a continuing program to provide:
1. Job opportunities.
2. First-class schools.
3. Adequate cultural opportunities.
4. Proper spiritual climate.
5. Adequate and modern shopping facilities.
6. Recreation facilities and program.
To preserve our free enterprise system and insure a sound economic future we must broaden our vision to include problems of state and national interest which affect us here in Anaheim. This should include the field of legislation, aviation, communication, flood control, water resources and highways.

Hanna Sits in on Study of Courts
Richard T. Hanna, Assemblyman for the 75th Assembly District, plans to be present at the January 2nd meeting in Los Angeles of the Joint Judiciary Committee, which is currently studying court reorganization as part of its study on the Administration of Justice in the State of California. Hearings of this committee held December 18 and 19, covered two topics:
1. The problems of branch Superior Courts; and
2. The suggestion sponsored by the Municipal Courts Committee of a single trial court plan for the state of California which would merge the Municipal and Superior Court systems. Under this plan, all of the judges would be on a similar basis at the Superior Court level, and the present dual systems of clerks, etc., could also be merged into one.
Tax Savings Possible
From the hearings held in Los Angeles in December, Hanna says she garnered the following conclusions:
That the branch court systems of Los Angeles County had grown up more from a combination of pride, prejudice, politics and pull than from proper planning; that objective testimony indicated that the needs of Los Angeles county could be served more properly and more efficiently by the creation of five branch court districts rather than the present seven, and with a greater saving of tax dollars.
Orange County Not Involved
of the law. Under the changes contemplated, it is rather questionable that a branch Superior Court in Orange County would be covered until or unless a great population advancement should be made in the most southerly portion of the county in the San Clemente and Laguna Beach area.
At the present time, there is a trial part-time Superior Court branch in Fullerton. The changes which might be made in the state law are not exactly clear at the present time, but it could very definitely affect the Orange County plans.
In regard to the second phase of the Los Angeles study, certainly the suggested merger of Municipal and Superior Courts if done at all, would have to be done on a statewide basis. It is anticipated that there would be a great deal of contention pro and con, as to the availability of such a move on a statewide scale.
Avoid Special Legislation
The problems of Los Angeles County are not those of other counties in the state, including Orange County, and it is the feeling expressed by Assemblyman Hanna that state laws of state-wide application drafted to solve a particular unique problem of one county, ie., Los Angeles County, is not wise nor sound legislation and should be avoided.
These two studies will be the subject of further investigation on the January 2nd and 3rd hearings.
Hanna further indicated that he will be present at the Assembly Judiciary Committee hearing on Tideland Oil which will probably consider the City of Long Beach proposal for the creation of pressurization districts by oil companies operating in the Long Beach tidallands in an attempt to meet the subsidence problem.

Local Businessmen Are Urged to Attend Business Conference
Forecasting the future plays a major role in developing the life blood of telephone communications. Pacific Telephone manager Herb Perry said prior to announcing the company's participation in a big Chamber of Commerce conference to be held in January.
Heading up the chamber's research committee, which is sponsoring the conference in Los Angeles is James S. Cantlen, vice president and general manager of Pacific Telephone. The one day session will attempt to predict what business conditions will be in southern California for 1958 and the future.
"All Anaheim business men are urged to attend the meeting," Perry said. "This same need to know the future applies to all businesses, large and small."
The conference is an effort to gather expert information on future trends for the benefit of all businessmen."
