UC of Riverside Offering College Extension Courses "University of California Extension is increasingly designing its services for the adult who seeks higher education but has found it impossible to take up residence at the University. These services are available to the persons seeking extra cred- its towards a graduate program, to the business people wishing to advance professionally, and to the housewife interested in keeping alert to the ever changing progress of today's living. A certificate is given by the Institute of Industrial Relations to students completing a supervised program of at least eight courses. They include basic fundamentals of labor relations and personnel management. An announcement of the Certificate Program in Industrial Relations, containing a complete listing of required courses, may be obtained by visiting the University Extension office, University of California Campus, Riverside, or phoning OV 4-2210, Ext. 451. The reading room and borrowing privileges in the Library at the University of California, Riverside, are extended to regularly enrolled University Extension students. Persons wishing to apply credit toward a degree or credential, must ascertain the requirements before enrolling in an Extension course. Information about degree requirements is available from Extension officers, from officials of the university or college granting the degree or from the Riverside General Catalog, copies of which may be obtained from the Registrar, University of California, Riverside. Dillman, district manager of the Santa Ana Social Security office declared today that a long-disabled worker now has until the beginning of July, 1958, to file an application for the "disability freeze" and still have his social security earnings record protected as of the date he actually became disabled. He said also that the law now permits a veteran to receive compensation from the Veterans Administration for service-connected disability without any reduction in the amount of his disability insurance benefits under social security. These changes, significant to persons who have been disabled for some years and to those with service-connected disability, became effective when President Eisenhower recently signed P. L. 109. Protects Worker The purpose of the "disability freeze" is to prevent those years during which a severe and indefinite disability keeps a person out of work from counting against him on eligibility for benefits or on the amount of his benefits. A person cannot qualify for the "freeze" unless, in addition to meeting disability requirements, he has worked for at least five years under social security and for about 1½ years during the 3-year period just before his disability began. Recent Change Until the recent change in the law, a period of disability could not be determined to have begun earlier than 12 months before applicable. Sen. Kuchel Gives Reasons for Postal Employees' Raise United States Senator Thomas H. Kuchel of California came out today for "realistic salary legislation" to reduce costly personnel turn-over in the postal service. Indicating support for proposals to raise postal employees' pay scales, Kuchel declared mail service workers "are underpaid" and cited figures for 34 California cities to show the effect on employment of inadequate salaries. His tabulation showed the turn-over during 1956 averaged 25 per cent and ranged up to 75 per cent in one community. Kuchel's remarks are as follows: "In my home city, and in my state, I know many postal employees personally. I know how devoted they are to our government, and to giving the best service to our people. I also know some of the hardships under which they labor. I know of the part-time jobs in which they and their families engage in order to live modestly and decently." Costly "Turnovers" Postal employees in America are underpaid. For this reason, a disabled person who failed to make his claim before the end of June, and who had become disabled before Jan. 1, 1955, would have lost his right to have his social security record frozen because he could not possibly meet the work requirements. Moreover, without the "freeze" he might have lost future rights to any social security benefits for himself or his family, because at the time he dies or becomes 65 he may not have the required work credit. SECURITY-FIRST NATIONAL BANK Costly "Turnovers" "Postal employees in America are underpaid. As a result, there is a large, unfortunate and costly turnover of employment in the postal service. To train a man, only to have him leave the service for a more attractive position in private business is a waste which could be eliminated by realistic salary legislation. "I want to document the starling turnover in some of the post offices of my state. I ask unanimous consent that the following tabulation of personnel changes in 34 California post offices be included at the conclusion of my comments. "When the problem of realistic take home pay for postal employees is considered in the Senate, I suggest that Senators ascertain the percentage of turnovers in their own states. If, as I believe, they will be in the general area of these California figures, they will demonstrate one more persuasive reason why postal salaries are out of line." You hear a lot these days about compulsory automobile liability insurance and how it'd be a good thing because everyone who caused an accident would be able to pay damages. You'd certainly think the insurance industry would be for compulsory because if everyone had to buy insurance, that'd mean more sales. But, it doesn't work that way. Making the buying of liability insurance compulsory won't mean that everyone will have insurance because there will always be people who will ignore the law no matter how strictly it may be enforced. And it won't mean that everyone who is injured and the families of those who are killed will be paid for their suffering. An accident victim can't recover damages from a hit-and-run driver who's never caught, or from an uninsured out-of-state driver. Nor can he recover from a driver whose insurance has been cancelled or has expired. He can't recover, either, if there is no proven legal liability, or if he is at fault. Compulsory leaves too many gaps. The real problem is to find some way of cutting down the tragic loss of life and limb on our highways. Compulsory won't help one lota. As a matter of fact, it'll have the opposite effect for it won't take reckless and unsafe drivers off our highways. The effect of compulsory is to grant a license to mainm, and to say to such people, "Go ahead and drive and have an accident. You have insurance, so your accident is paid for."
