SPAGHETTI SUPREME
½ cup diced onion
2 tablespoons bacon fat
½ cup diced celery
1 10¼-ounce can tomato puree
1 8-ounce can spaghetti sauce
½ teaspoon salt
4 ounces spaghetti
1 egg, beaten
1 cup grated American cheese
1 cup soft bread crumbs
1 cup milk
2 tablespoons melted butter
2 tablespoons minced parsley
1 tablespoon minced onion
1 tablespoon chopped pimento
1 teaspoon salt
Cook onion in fat until yellow. Add celery, purée, spaghetti sauce and salt. Cook over low heat 20 minutes. Break spaghetti into 3-inch lengths and cook as package directs. Drain. Beat egg and combine with remaining ingredients. Add tomato mixture and spaghetti. Pour into two 10-inch baking trays. Cool. Wrap in foil, label and freeze. Store up to 2 months. To serve: Heat, covered 45 minutes in 400 degree F. oven. A tray serves 4.

7 of 19 Election Ballot Proposals
A "yes" vote on seven of the 19 state-wide propositions on California's Nov. 6 general election ballot was recommended today by the board of directors of California Taxpayers' association. Recommended for a "yes" vote were the following:
Prop. 2, the $100,000,000 state bond issue for school district construction aid;
Prop. 3, the $200,000,000 state bond issue for state construction;
Prop. 9, to permit the inclusion of provisions for boroughs in

Principal and semi-annual interest (March 1 and September 1) payable at the office of the Treasurer of Orange County in Santa Ana, California. First Coupon (annual) payable September 1, 1957. Coupon bonds in denomination of $1,000 registerable only as to both principal and interest.
In the opinion of counsel, interest payable by the Districts upon their bonds is exempt from all present Federal and State of California personal income taxes under existing statutes, regulations and court decisions.
We believe that these bonds are legal investments in California for savings banks, subject to the legal limitations upon the amount of a bank's investment, and are likewise legal investments in California for other funds which may be invested in bonds which are legal investments for any county charters;
Prop. 10, to permit the employ architects and outside of civil service;
Prop. 11, to extend the time the county may have to prepare charter;
Prop. 12, to reduce mum term of state board from seventy-five to fifty and from seventy-five to fifty;
Prop. 14, to repeal on legislative expense sessions.
Explaining its approval seven propositions, the nation said:
"Prop. 2 continues our program of state help, loan or direct grant, districts which lack sufficient sources to meet the housing needs."
"Prop. 3 would provide bond funds to meet about the state construction for state colleges, other institutions of higher education and mental hospitals and other correctional facilities." Half, it is anticipated, will from state current revenue future years.
"Prop. 9 proposes basicity under which charter..."

These bonds, issued under the provisions of Division 3, Chapter 17, California Education Code, for various school purposes, comprise separate issues of two distinct districts. The bonds of each issue, in the opinion of counsel, constitute legal and binding obligations of the issuing district and are payable, both principal and interest, from ad valorem taxes which, under the laws now in force, may be levied without limitation as to rate or amount upon all of the taxable property, except certain personal property, in the issuing district.
The above bonds are offered when, as and if issued and received by us and subject to approval of legality by Messrs. O'Melvany and Myers, Attorneys, Los Angeles, California.

county charters;
Prop. 10, to permit the state to employ architects and engineers outside of civil service;
Prop. 11, to extend to one year the time the county freeholders may have to prepare a county charter;
Prop. 12, to reduce the maximum term of state bonded debt from seventy-five to fifty years; and
Prop. 14, to repeal the limits on legislative expenses during sessions.
Explaining its approval of the seven propositions, the association said:
"Prop. 2 continues California's program of state help, either by loan or direct grant, to school districts which lack sufficient resources to meet their school housing needs.
"Prop. 3 would provide state bond funds to meet about half of the state construction program for state colleges, other state institutions of higher education, and for mental hospitals, prisons and other correctional facilities and veterans facilities. The other half, it is anticipated, will come from state current revenues in future years.
"Prop. 9 proposes basic authority under which charter counties could, if they desired, amend their charters to establish boroughs in their unincorporated areas. It could be useful in solving metropolitan area problems. Any proposal for such a system of boroughs would have to go to the people of the county as a charter amendment," the association pointed out.
"Prop. 10 proposes to permit the legislature to authorize the employment of private architects and engineers on a contract basis at times of peak load when the obtainable staff of a state agency is not able to do necessary work within the time the public interest requires.
"Prop. 11 proposes that county boards of freeholders may have one year, instead of the present six months, to study and prepare a county charter.
"Prop. 12 proposes to cut from seventy-five years to fifty years the time limit for state bond issues. In addition, it would permit the legislature to reduce the amount of indebtedness authorized by law; at present the legislature may cancel an entire issue, but cannot reduce the amount if the size of a bond issue proyes too large. The measure also would repeal the requirement that statutes proposing state bond issues be published in newspapers.
"Prop. 14 proposes to repeal the present unrealistic limits on expenses of the state legislature. It would thereby bring into clear view the costs of legislative sessions and make better controls possible."
Other measures#on the Nov. 6 state-wide ballot, propositions on which the Taxpayers' association took a "no action" position include:
Prop. 1, a $500,000,000 state bond issue for loans to veterans;
Prop. 4, the oil and gas conservation initiative;
Prop. 5, the measure proposing to repeal the requirement that food be on sale in bars selling liquor;
Prop. 6, the proposal to exempt church parking areas from local property taxation;
Prop. 7, the measure to change the name of the State Assembly to House of Representatives;
Prop. 8, the proposal the permit a recess in the legislative budget session;
Prop. 13, the measure to repeal the inoperative 1920 Alien Land Law;
Prop. 15, the proposal to permit ownership of stock in mutual water companies by all government units;
Prop. 16, a proposal that the state Judicial Council set the time limits for filing petitions for hearing from decisions of District Courts of Appeal;
