LAW OF NATIONS
You will find strange words in the U. S. Constitution: "Congress has the power to define and punish piracies and felonies committed on the high seas, and offences against the law of nations." No man owns the high seas, and no nation rules it. So that when a crime like piracy takes place, the law does not look upon it as against any one nation, but against the law of nations.
For centuries, all maritime nations have had the right under international law to capture on the high seas persons guilty of piratical acts and to punish them.
Piracy is an international crime, but each country punishes it under its own laws. Any nation has the right and duty to police the high seas, and any pirate loses the protection of the flag he may be flying.
How far this idea of the "enemy of mankind" may go, is now a question before world opinion.
The Treaty of Versailles, for example, held that Germans who had broken the law and customs of war should go to trial before the courts of the victors.
Though World War I Germans did not do so, those of World War II faced trial and were convicted at Nuremberg. The right of victors to try war criminals has been warmly debated ever since.
Where did we get the idea that there is a law of nations?
It comes to us through centuries of international trade, commerce, war and treaty making. Chiefly it came down through Roman law, and found expression.
Mary S. Salinas Dies at Age 39
Mary S. Salinas passed away at the Los Angeles County hospital last week after a brief illness. She was born in California and had made her home in the area all her life. She was 39, and recently had been making her home in Artesia.
She is survived by her husband Fred and five children.
Rosary was recited at the Independencia Catholic Church Sunday at 8 p.m. Mass was celebrated at the church Monday afternoon.

Driving to Alaska? Take a Month, Plan For Higher Prices
Planning to drive to Alaska, this summer? Better allow yourself at least 30 days for a round-trip from Anaheim to Fairbanks and expect above average prices for food and gas along the Alaska Highway.
That's the advise of the Automobile Club of Southern California, which has just published a detailed map book, "Alaska and Canadian Northwest Highways," based on data recently compiled by a field mapping crew.
The book, with strip maps, accommodations data and general information, is available to Club members and armed forces personnel.
The 7,086-mile round-trip from Los Angeles to Fairbanks requires about 24 driving days, based on an average of 300 miles per day, the Club's Touring bureau said.
Discussing the 1,500-mile trip from Dawson Creek, B. C., to Fairbanks, the club reports that the Alaska Highway is in good condition and that garages and sleeping facilities are never more than 100 miles apart.
As for prices, gas costs about 57 cents per gallon, a ham-and-egg breakfast ranges from $1.75 to $2.50 and a mediocre motel double-room runs about $7 a night.
Temperatures in the summer months are frequently in the not for the person who likes luxury, the Automobile Club pointed out. Dust, flying gravel and mosquitoes are constant companions, the food plain and accommodations modest.

New Church Now Under Construction
The congregation of Faith Community Evangelical and Reformed Church, the first in Orange County, is building a new church at 9821 Bixby Avenue, in Garden Grove.
Church services are being held at present at 10:30 a.m. in the banquet room of Chris' and Pitt's Restaurant at 9822 Garden Grove Blvd. Sunday school classes are meeting at 9:15 a.m. at the parsonage at 9622 Bixby Ave.
