This initiative differs sharply from other oil measures brought before the public in the past. It does not permit market demand curtailment and pro-ration. It is designed solely to give the oil industry legal tools, to match its know-how, to carry out production practices necessary to enable the industry to be good stewards of California's oil reserves.

It will enable a majority of the operators in a field to bring about practices which will prolong immeasurably the lives of fields in which they are employed, insure continuing employment to those in the industry far beyond present expectations, and provide a strong bulwark for the cornerstone represented by oil production that underlies California's whole economy.
Oil means three billion dollars in pocketbooks of Californians
The public welfare involved in good oil-conservation is indicated by the fact that in 1954 the various petroleum products derived from California oil production added about three billion dollars of new wealth to the State.
For two years Richfield has conducted a public information program about oil.
As a public service and in our own self-interest, we have been telling the people of California how tremendous quantities of recoverable oil are being wasted by being left unrecovered in the ground.

Organic Fertilizers For Fall Application
Throughout the garden now you may want to stimulate further blooming of some plants or assure good winter blooms in the winter annuals or get your soil into good condition for next season's plantings. Whatever your plan, you will want to solicit the help of organic fertilizers which applied now will help you accomplish your plan.
Many garden authorities, according to th California Association of Nurserymen, rate nitric humus as one of the best and most inexpensive organic fertilizers to apply now. Organic fertilizers in liquid form are suggested, too, for general garden application, and if manure is to be used, steer manure is better than cow because it is higher in nitrogen. Rich in nutrients and other benefits is a combination of steer manure and peat moss; the manure, especially well-rotted, weed free manure contains all the essential elements while peat moss makes clay soil lighter, turns sandy soils into waterholding soils and neutralizes alkaline soils.
Other organic fertilizers that usually supply all the major elements include fish emulsion, cottonseed meal, bone meal, blood meal, activated sewage sludge and composted garbage. Also included in a line-up of organic materials are compost leaf mold.
In general, organic fertilizers should be worked well into the soil of the garden beds and around the plants you wish to nourish. Follow fertilizer applications with a thorough watering. If you have special fertilizer problems in your PEANUT BUTTER SHAGGLES
"Cut a cup of raisins into pieces. Mix with ½ cup peanut butter and ½ cup confectioners' sugar. Stir in ¼ teaspoon cinnamon and about 2 tablespoons lemon juice. Form into 30 small balls.
"Roll each ball in flaked coconut. Let stand to dry. Wash out an ice cream or butter carton. Fill the clean carton with dry candies.
"Cover the carton with any color gummed crepe paper. Cut strips of plain crepe paper 2 inches wide and as high as your carton. Fringe each strip.
"Glue fringe to the corners of package. Tie on a bright ribbon and make a frilly bow on top.
Candy Mint Trees
"In a large bowl beat 3 egg whites till stiff. Slowly blend in 6 cups of sifted confectioners' sugar. Divide candy into 3 bowls."
Tint 1 red, 1 green and 1 white. Flavor with various mint oils.
"Roll each mixture out by pieces of waxed paper. Cotton ties with mouth of an old Cut 20 tiny patties with a tape Press 1-inch pieces of these. Let dry overnight.
"Make a cone from greeple paper. Hang small mints. Put large ones in olive oil. Stand tree cone on top of Stick 2 gummed stars together top. Makes 2 pastel trees."
Rolled Cookie Faces
"Sift together 3½ cups and 1 teaspoon salt. Beat to 1 cup each butter and sugar. Sugar and butter are fluffy in 2 eggs, 1 teaspoon vanilla in the sifted flour and salt."
Wrap dough in waxed and chill overnight. Then roll and cut into 2-inch circles.

It is because of the very favorable public response to the information program that we decided to sponsor an initiative measure for an oil conservation law and bring the matter directly before the people.
Not enough new pools are being discovered in California to keep oil production equal to ever-increasing demand. We are now sending dollars abroad for the purchase of oil—dollars that would otherwise be circulated among our own people in payment for goods and services of all kinds.
Initiative provides only sure way to keep California's oil prosperity
There is one sure way to increase California's reserves of recoverable oil and thus assure California of continued prosperity. That way is unit operation in as many oil pools as possible. California producers need the law to facilitate unitization.
My associate, R. W. Ragland, and I are the sole sponsors of the initiative petition. But discussions which we have had recently with other oil people indicate that a majority of the industry will support the proposal.
We expect the measure to qualify for the general election ballot, November 6, 1956.

"Pack in a box. Cover it with pink gummed crepe paper. Add gummed star eyes and a red mouth. Braid 3 long strips of crepe paper. Tie around box with ribbon. Trim to make two pigtails."
SARDINE PUFFS
8 slices bread
4 cans (3¼ to 4 oz. each) Maine sardines
½ cup mayonnaise
2 tablespoons minced onion
4 teaspoons prepared mustard
2 teaspoons lemon juice
1 teaspoon curry powder
2 egg whites
Cut bread slices diagonally to make triangles. Toast bread on one side. Arrange well-drained
CLAMS CASINO CANAPES
Open clams carefully to retain the juice. Remove upper shells, leaving clams in deeper halves. Sprinkle each with a few drops of lemon juice and bits of finely minced green pepper, chopped onion and chopped bacon. Season with salt and pepper. Place in a shallow pan or on a cookie sheet and bake in a hot oven (450 degrees) until bacon crisps.

Spread mixture over the sardines, covering sardines and bread. Bake in a hot oven (400 degrees) 5 to 10 minutes, until puffy and golden brown. Serve immediately. Makes eight servings.
