Vehicle Transfers California law requires that person who apply for transfers of vehicle registration between Dec1 and February 4 must pay the full year's registration renewal fees for 1954 at the time they report the transfer. A. J. Veglia, registrar of vehicles, said the law, which was enacted in 1851, is most frequently applicable to December purchasers of used cars which have been registered in the State by previous owners.
