Barricades and lights are maintained in excess of the legal requirements. Youngsters are attracted to an open manhole, a sand pile, or a stacked pile of conduit, all of which offer a wonderful field of play. Knowing this, the telephone inspector and the contractor's foreman spare no effort or expense to see that everything possible is done to protect the children from injury.
