April 12 Named ‘Cancer’ Sunday in Orange County
April 12 will be observed in this county as cancer Sunday it was announced at American Cancer Society campaign headquarters here. On this date many communities throughout the country will stress the religious significance of the cancer control movement. Previously leaders of all three faiths,

Protestant, Catholic and Jewish, have offered prayers for divine guidance of scientists, doctors, volunteers and all other workers fighting cancer.
Here in Orange county clergymen have been asked to observe cancer Sunday by devoting prayers or a special message to the occasion.
Worth Babbit, chairman of the ACS campaign here said, “Observance of cancer Sunday in previous years has proved a source of inspiration to all of us engaged in combatting cancer.
“This great struggle to wipe out cancer, to alleviate sufferings of thousands of human beings is too great a task for man to hold accomplish alone.
“On cancer Sunday doctors nurses who administer to sufferers and volunteers and workers who do the many jobs in cation and service will find strength by joining together in one day of religious significance their common task of helping fellow men.”

Control Month'
Orange county supervisors tocalled for full support of cancontrol activities during April
which they proclaimed as "Cancer
Control Month."
The proclamation pointed out
that one-fifth of all the people
Orange county will eventually
develop cancer. This is based on
statistics which reflect cancer infidence throughout the state and nation.
In Orange county this would
mean that 54,000 local residents
will eventually have cancer, unless a big change is made in the
statistical trend.
The supervisors' proclamation said cancer had reached such proportions that a concerted effort by everyone is necessary to combat it
and pointed out that nation-wide efforts to focus attention on cancer will be made during April.
Supervisors Cy Featherly and Willis Warner requested that all residents of Orange county observe cancer control month by supporting the American Cancer society's 1953 drive that opened April, 1, 1953.

SACRAMENTO, (CNS)—Members of the assembly interim committee on local government, a group headed by Assemblyman Earle Stanley of Orange county, finally have worked out a set of recommendations for their report which is said to be satisfactory both to cities and counties.
The lobbies of the League of California Municipalities and the County Supervisors Association have for some time been in disagreement on the findings and recommendations of the committee, a

Burial Rites Held For Mrs. Curtis
Mrs. Inez A. Curtis, 92, a native of Michigan who came to California 44 years ago and who resided in Balboa for 30 years before moving to Anaheim six years ago, died unexpectedly Saturday morning at the Schoultz rest home at 706 W. Center st.
Before going to the rest home she resided with her niece at 408 E. Adele st. She is survived by three nieces; Mrs. Ivadell Ratliff of Spokane, Wash., Mrs. Bertha Ruegsegger of Coeur d'Alene, Ida, and Mrs. R. D. Gillison of Anaheim; two nephews, Guy S. Curtis, of San Jose and Giles J. Curtis of Yorba Linda.
Funeral services were conducted by a member of the Christian Science church at 10 o'clock Wednesday in the Hilgenfeld chapel. Burial followed in the family plot in Fairhaven cemetery.

First, the committee recommends that the present voluntary procedures for co-ordinating councils and city affairs through the machinery of county-wide committees on county-city affairs be continued and expanded. The report points out this joint co-operative approach is the most effective.
Second, the report recommends that as a basis for the negotiation of agreements by county-wide committees, provision be made under the laws of the state for the establishment of county service areas to provide extended services by the county, both within and without cities.
Third, operation of community or urban service districts, as provided by 1951 legislation, be studied closely for appraisal of the effectiveness of this legislation.
Fourth, there should be a defi-nite method in state law for resolving problems concerning annexations through petition by residents of unincorporated areas or by action of city councils of municipalities. The procedures should provide for public hearings, followed by the calling of an election on the question of annexation. At the present time, annexation procedures can be instituted only by the people of the district to be annexed, through petition.
Fifth, state legislation should be enacted designed to present development in the future of undesirable fringe area conditions both in and out of incorporated cities. This might be accomplished, the report says, through the establishment of minimum standards of subdivision control and building regulations, which would be effective throughout the state.
