The Story Back of the Irresponsible Attack Upon 3,000
TO: THE PUBLIC SERVED BY SOUTHERN CALIFORNIA EDISON COUNTY
In the middle of the night of March 9-10, while a panel of the Federal Conciliation Service was still working on the dispute, a small number of the leaders of Local 47, IBEW-AFL called a strike for 6:00 A.M., March 10, against the 3,000,000 people served by the Southern California Edison Company.
This reckless, irresponsible, and potentially very dangerous action is the culmination of a determined campaign by this immature and reckless group, extending over the past several months, and it is now obvious that this campaign of vilification, abuse, and misrepresentation directed against their associates in the Company, had as its predetermined aim the strike which they have now called.
The outstanding fact which proves the foregoing beyond question is that throughout the so-called bargaining, this small group or committee of Local 47, IBEW-AFL, made utterly and absurdly impossible demands which neither the Management of Southern California Edison Company, nor anyone else, had the right, power and authority to meet. Without recording from those impossible demands, this group has now called this strike.
A "Save-Face" Strike Call
Back of the strike also is the fact that a new, inexperienced, immature and emotional young man was elected to the leadership of this Local 47, IBEW-AFL, less than a year ago. He immediately began to make inflammatory statements, and impossible promises as to what he was going to deliver. Thus he worked himself and his small group of associates into a position where they were promising the moon and threatening a strike to get it. They were finally so far out on the limb that their very position depended on their going to the unbelievable length to which they have now gone in order to "save face."
Reckless and Irresponsible Action
Back of the strike also is the fact that a new, inexperienced,

Reckless and Irresponsible Action
The strike is a weapon of such dangerous potentiality that it
is inconceivable that it would be lightly resorted to under any
circumstances; but that it should be resorted to at all when it
threatens to stop the delivery of electric energy absolutely essential to the life of a modern community, is shocking beyond words.
The interruption of production of some commodities and services
can go on for some weeks before the general public is seriously
hurt. But the interruption of the service of electricity to any consumer or group of consumers—whether in the home, hospital, on
the farm, office building, store, factory, or for operation of traffic
signals, water pumps, or refrigeration plants—can cause serious
damage in a few hours. For example, most farms depend on
electricity for irrigation, and for operating milking machines,
chicken-incubators and brooders, and tens of thousands of homes
have electric freezers. Many factories such as glass plants, steel
plants, and cement plants, can be caused serious loss and damage
by even a short interruption. Interruption of service to hospitals
where surgery and therapeutic devices depend on electricity; may
endanger life within a few minutes. Therefore, regardless of
whether there is a law of man against using the strike to stop the
public service of electricity, every dictate of morality, common

sense, and decency tells us that a strike is entirely inhumane and uncivilized as a weapon where its use might destroy life and property, and jeopardize the public defense, health, welfare and safety.
A Strike Against the Many
for Pitifully Few Leaders
What these officials of Local 47, IBEW-AFL, are seeking to secure through the use of the strike is called union shop, or "union security," but primarily and in essence, they seek only more power for themselves, over the Company, its employees, and hence over the public service vital to 3,000,000 Californians. Having demonstrated their inability wisely to use the power they now have, they seek to add greatly to that power. These particular local union officials seek not to do something for the Edison Company employees but to do something to them by depriving them of more of their freedom.
So far as their monetary demands are concerned, they are so impossible as to raise seriously the question of whether they are presented in good faith. The CIO Union, which represents another group of Edison employees, some weeks ago accepted the offer of an increase of 5% or $15.00 per month—whichever is greater—which the Company also has made to the officers of Local 47, IBEW-AFL and which thus far has been rejected by them. With that increase the employees of this Company will be receiving the highest average pay of any comparable Company in the United States. Furthermore, the working conditions, and the medical and hospital and other benefits received by Edison employees are recognized as outstanding in their quantity and quality.
Potential Damage Greater than Earthquakes
If the officials of Local 47 of IBEW-AFL had the power to cause a major disaster such as an earthquake in this territory in which the plant and system of the Edison Company is located.

Potential Damage Greater than Earthquakes
If the officials of Local 47 of IBEW-AFL had the power to cause a major disaster such as an earthquake in this territory in which the plant and system of the Edison Company is located, and they exercised that power, such a condition could neither be tolerated or condoned. Yet here we are today confronted with a strike which could cause damage far in excess of any damage from all the earthquakes which we have experienced in our history in this area—damage not alone to the company's property, but damage of even greater proportions to the property and life of the community of three million population which we serve.
Service to be Maintained so far as Possible
The officials of the company are firm in their conviction that in the face of this strike it would be a very mistaken policy to give these men the additional power over the public welfare which they ask; but also, that within the limits of their duty and trust, the company officials do not have the power or the authority to meet such demands.
With the assistance of the supervisory forces and the aid of its many employees who are still loyal to their responsibility of public service, the company will use every resource at its command in an attempt to maintain vital electric service.
